RESOLUTION NO. 84-25 
 
A RESOLUTION OF THE COUNCIL OF THE CITY OF BUCKEYE, ARIZONA, 
APPROVING THE SECOND OPTION TO EXTEND THAT CERTAIN AIRPORT 
PROPERTY LEASE AGREEMENT BETWEEN THE CITY OF BUCKEYE AND 
SPUR-N-ROTOR, INC, A NEVADA CORPORATION. 
 
 
WHEREAS, the City of Buckeye, Arizona (“City”) and Spur-N-Rotor, Inc., a Nevada 
corporation (“Spur-N-Rotor”), entered into a lease agreement effective January 1, 2019 (“Lease 
Agreement”) regarding certain premises located at the Buckeye Municipal Airport, 3000 South 
Palo Verde Road, Buckeye, Arizona, 85326, more particularly described as the Southeast Section 
of the Quad Hangar and offices consisting of approximately 4,117 square feet; and 
 
 
WHEREAS, the Lease Agreement was assigned to Heli-Carrier USA, LLC, an Arizona 
limited liability company; and subsequently assigned back to Spur-N-Rotor as approved by the 
City Council on October 7, 2025; and 
 
 
WHEREAS, Section 2.2 of the Agreement provides for two, two-year options to extend 
the Lease Agreement (“Extension”); and 
 
WHEREAS, Spur-N-Rotor has exercised the first 2-year Extension, through December 
31, 2025; and 
 
WHEREAS, Spur-N-Rotor has made written request to the City to exercise the second 
and final Extension, through December 31, 2027;  and 
 
 
WHEREAS, the City has agreed to approve the second Extension pursuant to the Lease 
Agreement. 
 
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF BUCKEYE, 
ARIZONA, as follows:  
 
Section 1. 
The recitals above are hereby incorporated as if fully set forth herein. 
 
Section 2. 
The option to extend the Lease Agreement through December 31, 2027, is 
hereby approved. 
 
Section 3. 
The Mayor, City Manager, City Clerk, and City Attorney are hereby 
authorized and directed to take all steps necessary to carry out the purpose and intent of this 
Resolution.
