Council to take action to ratify and approve the submission of a $495,000 Build America Bureau, Office
of the Secretary of Transportation, U.S. Department of Transportation Grant Application for the creation
of a roadway Design Concept Report for the Sun Valley Parkway Corridor and Interstate 10 interchange;
and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to carry out the purpose
and intent of said Grant Application.
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye requests approval of submission of a Grant Application in the amount of $495,000
for the creation of a roadway DCR for the Sun Valley Parkway Corridor and Interstate 10 interchange.
The DCR is the first step in improving and enhancing safety at the Sun Valley Parkway Corridor and
Interstate 10 interchange in anticipation of the projected traffic growth. If awarded, once the DCR has
been completed, Buckeye will proceed with planning, design, right-of-way, utility relocation, if needed,
and construction activities listed within the DCR.
BENEFITS:
If awarded, this Grant will enable Buckeye to complete the DCR necessary to plan for critical roadway
improvements at the Sun Valley Parkway Corridor and Interstate 10 interchange. These improvements
will proactively address anticipated growth and increased traffic volumes by ensuring the interchange
can safely and efficiently accommodate projected demand. Benefits include reducing congestion,
improving traffic flow, and enhancing safety for residents, commuters, and regional travelers. With this
funding, Buckeye will be able to strategically phase improvements--such as traffic signal installation,
signal timing adjustments with additional lanes, and full interchange reconstruction. This will provide
long-term mobility, supporting new housing and economic development along the Sn Valley Parkway
Corridor, and maintaining reliable access to the only local roadway interchange along this eight-mile
stretch of Interstate 10.
FUTURE ACTION:
If awarded, the Grant Award Agreement will be presented to Council for acceptance and approval. Once
the DCR has been completed, Buckeye will proceed with planning, design, right-of-way, utility relocation,
if needed, and construction activities listed within the DCR. The Grants Team will identify other sources
of funding to support the action items listed within the DCR.
FINANCIAL IMPACT STATEMENT:

The federal grant portion is $495,000, with a $0 match from the City of Buckeye. The total project cost is
$495,000.
CURRENT FISCAL YEAR TOTAL COST:
Buckeye estimates that the Design Concept Report will cost $495,000. However, if it costs more than
$495,000, Buckeye will fund the excess from its general fund budget. If awarded this grant, this project
will be included in the future Capital Improvement Plan.
