9. Briefly describe the overall project (no more than 500 words)*: Include 
project type (i.e., bridge, roadway, transit service), features to be 
constructed, project schedule, and estimated total project cost. 
The City of Buckeye (Buckeye) requests $495,000 for the creation of a roadway Design 
Concept Report (DCR) for the Sun Valley Parkway (SVP) and Interstate 10 (I-10) 
interchange. Buckeye’s planning area of 640 square miles is located in the western 
Phoenix Metropolitan Area. Buckeye is within the region’s Metropolitan Planning 
Organization (MPO), specifically the Maricopa Association of Governments (MAG). 
Buckeye is fast-growing with 119,000 people, as of 2025, and projected to be  295,400 
by 2040 (Buckeye, Arizona Population 2025),(Few cities in America are growing as 
rapidly as Buckeye - Axios Phoenix).  
SVP and I-10 interchange is the lone freeway interchange that services this area for 
several miles in each direction, with 2024 Arizona Department of Transportation (ADOT) 
Average Daily Traffic (AADT) of over 58,000 vehicles. A 2023 traffic survey determined 
that the interchange was nearing capacity and that the following improvements should 
be completed: install a traffic signal by 2026, adjust traffic signal timing and modify 
striping to add lanes by 2028, and reconstruct the interchange by 2032. Buckeye 
requests this grant funding to complete the design and planning for this recommended 
work by the completion of a DCR for $495,000. The DCR can be completed within 
twelve months. There are no east-west roadways in the area due to the White Tank 
Mountains to the east and the Hassayampa River to the west. All traffic in the area must 
go south to I-10 or north/east into the City of Surprise. Additionally, the SVP interchange 
is the only interchange on I-10 west between the SR 85 freeway interchange and the 
Hassayampa River (8 miles).  
The SVP/I-10 interchange falls under the ADOT jurisdiction and is located within the 
planning area of MAG. It is currently an unsignalized interchange with off-ramp traffic 
controlled by STOP signs. In discussions with ADOT and MAG, neither has planned 
improvements or installation of a traffic signal at the interchange within the next 5-10 
years. 
The SVP Corridor is projected to have over 250,000 homes in several master-planned 
communities in the next 5 years. Most of this traffic will travel south on SVP to the I-10.

In anticipation of growth and increased traffic volumes at the interchange, in 2023, 
Buckeye requested a traffic analysis to determine when the current SVP/I-10 
interchange would reach operational capacity and identify improvements to 
accommodate projected future traffic volumes. Due to this study, Buckeye requests this 
grant for planning of the following: 
 Install a traffic signal in 2025-26. 
 Adjust traffic signal timing and modify striping (provide additional lanes) in 2027-
28. 
 Reconstruct the interchange in 2031-32. 
Buckeye needs a DCR to improve the existing SVP/I-10 interchange based on the 
following:  
 Only interchange with a local roadway along I-10 for 8 miles. 
 Developments along the SVP Corridor are constructing homes, substantially 
increasing traffic on this interchange. 
 The 2023 study indicated that the existing configuration will not accommodate 
project traffic volumes. 
 Recent City traffic signal warrant evaluation confirmed a traffic signal is 
warranted for installation.

a. Please describe the activities/advisory services for which you are seeking 
program funds and how these activities will materially advance your overall 
project. (no more than 400 words)*  
The City of Buckeye is requesting $495,000 for the development of a Design 
Concept Report (DCR) for the Sun Valley Parkway (SVP) and Interstate 10 (I-10) 
interchange. The project is estimated to cost $495,000. 
The SVP Corridor is projected to have over 250,000 homes in several master-
planned communities. Tartesso is one of those communities that plans to 
construct an additional 2,000 homes in the next 5 years. North of Tartesso is the 
community of Teravalis, which is currently in its first phase, with approximately 
3,000 homes planned in the next 5 years. Most of this traffic will travel south on 
SVP to the I-10.

In anticipation of growth and increased traffic volumes at the interchange, in 
2023, Buckeye requested a traffic analysis to determine when the current SVP/I-
10 interchange would reach operational capacity and to identify needed 
improvements to accommodate projected future traffic volumes. The study 
identified the following: 
 Install a traffic signal in 2025-26. 
 Adjust traffic signal timing and modify striping (provide additional lanes) in 
2027-28. 
 Reconstruct the interchange in 2031-32. 
 
The next step in addressing the growth and traffic concerns is the completion of a 
DCR. The DCR will aid Buckeye in planning the improvements to the existing 
SVP/I-10 interchange based on the following: 
 Only interchange with a local roadway along I-10 for 8 miles. 
 Developments along the SVP Corridor are constructing homes, increasing 
traffic in the area. 
 The 2023 study indicated that the existing configuration will not 
accommodate projected traffic volumes. 
 Recent Buckeye traffic signal warrant evaluation confirmed a traffic signal 
is warranted for installation. 
The DCR for this project will consist of the following key items: 
 Establish a Technical Advisory Committee that includes ADOT and the 
Flood Control District of Maricopa County (which has property adjacent to 
the interchange) 
 Utilize Build-Out Traffic Volumes from Buckeye’s soon-to-be-adopted 
Transportation Master Plan Update to develop ultimate interchange 
configurations to be evaluated, with a recommended configuration 
identified 
 Work with developers along the corridor to determine approximate 2035 
traffic volumes to develop an interim interchange configuration that is 
compatible with the ultimate configuration 
 Identify any right-of-way needs 
 Develop interim and final configuration costs – design, right-of-way, utility 
relocation, if any, and construction. 
 
Once the DCR has been completed, Buckeye will proceed with planning, 
design, right-of-way, utility relocation, if needed, and construction activities 
listed within the DCR.

In anticipation of growth and increased traffic volumes at the interchange of SVP 
and I-10, Buckeye requested a traffic analysis to determine when the current 
SVP/I-10 interchange would reach operational capacity and identify needed 
improvements to accommodate projected future traffic volumes. The study, 
completed in 2023, identified the following: 
 Install a traffic signal in 2025-26. 
 Adjust traffic signal timing and modify striping (provide additional lanes) in 
2027-28. 
 Reconstruct the interchange in 2031-32. 
Additionally, Buckeye recently completed a traffic signal warrant for the 
interchange in July/August 2025, which indicated a traffic signal is warranted for 
installation. According to the Manual on Uniform Traffic Control Devices 
(MUTCD), a traffic signal warrant is the minimum criterion utilized to determine 
the need for a traffic signal at an intersection. Buckeye has contacted ADOT to 
develop a joint project that could install the traffic signal by early 2026. According 
to ADOT, the Average Annual Daily Traffic (AADT) at the SVP/I-10 interchange 
was over 58,000 in 2024 (2024-AADT-PUBLICATION_wformat20250606.xlsx). 
Buckeye anticipates the AADT for this interchange to increase due to the 
anticipated growth within the next 5 years. 
 
12. Viability of grant services requested: (See Section VI. B. Criterion #2 of the 
NOFO for review and evaluation information.)  
a. Please describe the following: Either 1) your organization’s experience 
procuring advisory services or 2) your organization’s process for timely 
hiring of staff (i.e. defined job description, recruitment process). State if 
you have additional funds available to commit to this effort should grant 
funding provided prove insufficient to complete the proposed activities. 
If additional funds will be provided, include the amount and source of 
the local funding commitment. (no more than 400 words)*

Buckeye will procure the advisory services of an experienced and certified consultant to 
execute the DCR project. Buckeye has an established selection process for procuring 
consultants that will be utilized in selecting the consultant for this project. This will allow 
the project to commence sooner, once funds are appropriated, rather than spending 3-4 
months advertising and then selecting a consultant. 
The City of Buckeye has been a Technical Advisory Committee (TAC) member for three 
(3) recent DCRs completed by ADOT Consultants for locations along I-10 within 
Buckeye, which are similar to this project. The same TAC member, John Willett, from 
those projects is also involved with this application. John Willett is the Acting Project 
Management Deputy Director of Transportation and Transit, and a traffic Engineer of the 
City of Buckeye. John has experience in traffic engineering design, traffic signals, 
roadway lighting, roadway signage and marking, traffic control, traffic analysis, corridor 
studies, and transit planning. 
Buckeye is commencing two (2) similar DCR projects at other locations along I-10 that 
will be completed next summer. Based on these similar DCR projects, Buckeye was 
able to estimate the cost of the SVP/I-10 DCR. 
Buckeye estimates that the DCR will cost $495,000. However, if it costs more than 
$495,000, Buckeye will fund the excess from its general fund budget. If awarded this 
grant, this project will be included in the next Capital Improvement Plan.

No.  Buckeye has contracted for two (2) other similar DCR projects at other locations 
along I-10 that will be completed next summer. Based on these similar DCR projects, 
Buckeye was able to estimate the cost of the SVP/I-10 DCR.
