ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Construction Contract (Contract No. 32500122) between the City of Buckeye,
an Arizona municipal corporation, and Gonzalez Asphalt, Inc. an Arizona Corporation, related to Capital
Improvement Program (CIP) Project No. 100490 – Skyline Regional Park Phase II; and authorize the
City Manager to execute and deliver said Contract on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The project will construct 131 new parking stalls (93 at the North Trailhead and 38 at Discovery Point)
along with associated grading, paving, ADA-compliant sidewalks and ramps, striping, signage, drainage
improvements, and site restoration. The project will enhance safety, accessibility, and capacity at this
high-use recreation area and will be completed within 210 calendar days of Notice to Proceed.
This Construction Contract seeks approval for Gonzalez Asphalt, Inc. to provide the addition of 131 new
parking stalls across two locations within Skyline Regional Park.
93 stalls at the North Trailhead.
38 stalls at Discovery Point.
The project includes grading, paving, concrete flatwork, striping, signage, ADA-compliant improvements,
drainage infrastructure, and desert pavement installation, all in accordance with the 100% construction
plans prepared by Ritoch-Powell and Associates.
The total cost of this construction contract shall not exceed $700,000.00 with $631,696.93 in contract
value and $68,303.07 in contingency.
BENEFITS:
Benefits will include an increase parking capacity to meet growing community demand, improve
accessibility with ADA-compliant sidewalks and stalls, and enhance visitor safety with defined striping
and regulatory signage. By incorporating drainage improvements, plant relocation, and desert pavement,
the project also supports environmental stewardship and sustainable park operations. Overall, the
improvements will enhance user experience, protect park resources, and support Buckeye’s long-term
recreation needs.
FUTURE ACTION:
Future actions may include project closeout activities such as acceptance of as-built drawings,
warranties, and final lien releases. Council may also consider future phases of park infrastructure
expansion as Skyline Regional Park continues to experience increased visitation and community growth.

FINANCIAL IMPACT STATEMENT:
The project is programmed in the CIP in Fiscal Year (FY) 26. The total cost of this construction contract
shall not exceed $700,000.00 with $631,696.93 in contract value and $68,303.07 in contingency.
