Scope and Approach 
• Create a “City Hall for the Future” concept reflecting Buckeye’s 
values and aspirations
• Explore potential sites, functions, and development opportunities
• Engage City Council, staff, and a broad range of stakeholders
• Internal teams and departments
• Community members, businesses, and civic partners
• SmithGroup will help us ask the right questions and 
develop data-driven, creative answers
• Deliverables: vision framework, site analysis, conceptual design, 
renderings, cost model, and phased roadmap
