Transportation Master Plan Update John Willett Deputy Director of Transportation PMO October 21, 2025 Why is the update needed? • Since completion of the previous TMP is 2019, the following changes have occurred: Modifications to the General Plan Land Use Element Changes to the adopted roadway facility types (number of lanes) Changes in roadway network connectivity Need to modify truck route guidance Completion of the City’s Bicycle & Pedestrian Master Plan Why do these changes matter? The changes significantly affect future travel demands and routing of traffic. Knowing these changes enables staff to: Right-size the roadway network Accurately depict future roadway centerlines Effectively communicate with developers Apply for MAG funding What was involved in the update? REVIEW OF RELEVANT STUDIES SINCE COMPLETION OF THE 2019 TMP UPDATED MAPPING OF EXISTING CONDITIONS PUBLIC SURVEY & DEVELOPER COORDINATION MEETINGS UPDATED BUILDOUT POPULATION AND EMPLOYMENT CONDITIONS FOR NEW MAG MODELING ESTABLISHED A NEW BUILDOUT ROADWAY NETWORK NEW WILDLIFE CHAPTER UPDATED IMPLEMENTATIO N AND FUNDING OPTIONS What remains unchanged? Transit Chapter Aviation Chapter Rail Chapter ITS Chapter New studies considered include: • City of Buckeye – 6 studies • MAG – 5 studies • ADOT – 6 studies • MCDOT – 4 studies • Total of 21 new studies were reviewed and incorporated. Public Survey Greatest needs to improve the quality of the transportation system? Public Survey Projects that would most improve the quality of the transportation system? Future Roadway Recommendations Right-size roadways Reflects all newly approved CMPs LIVING DOCUMENT: Provides a starting point for discussions with developers – ability to amend as future CMPs are approved Changes in Network Recommendations Sun Valley Parkway I-11 location Several roadways were changed to Major Arterials Freight Recommendations Highlighted National Freight Network Removed reference to Truck Routes Introduced Preferred Truck Corridors New Wildlife Chapter Arizona Game and Fish Department (AGFD) White Tank Mountains Conservancy (WTMC) Maricopa County’s Wildlife Connectivity Assessment References Best Practices Guide Funding Allocation What is the final product? •Comprehensive update of 2019 chapters to include new text and mapping •Updated map atlas for staff reference Next Steps? •Continuation of bi-weekly developer meetings •As well as additional Stakeholders •Community open house: week of October 29th •30-day public comment period: October-November •Council adoption: December 16th Questions
