1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Gina Ragsdale, Commissioner Deanna Kupcik, 
Commissioner Donald Bassler, Commissioner Sebastian Trupiano participated 
virtually, Alternate Douglas McDonald 
 
Members absent:   Commissioner Rebecca Puppe, Vice Chair Anthony DiMascio, Alternate Charles 
Hester, Alternate Les Manuel, Alternate Ryan Belshee 
 
Staff present:  
Planning Manager Ken Galica, Principal Planner Mandy Woods, Assistant City 
Attorney Tosca Henry, Management Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE SEPTEMBER 9, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Bassler and seconded by Commissioner Kupcik to approve 
minutes as presented. Approval 5-0. Motion carried. 
 
 
3. REGULAR AGENDA 
3A. PLANNING AND ZONING COMMISSION MEETING CANCELLATION 
A motion was made by Commissioner Kupcik and seconded by Commissioner Ragsdale to cancel the 
November 11, 2025 regular Planning and Zoning Commission meeting. Approval 5-0. Motion carried. 
 
 
3B. DEVELOPMENT CODE AMENDMENT (PLZM-24-0064) 
Principal Planner Mandy Woods presented and was available to answer questions from the 
Commission.  
Commissioner Trupiano inquired if an HOA (Home Owners Association) can restrict backyard fowl and 
ADUs (Accessory Dwelling Units) regardless of city and state regulations, with Ms. Woods confirming.  
Commissioner Kucik asked what the changes were for Article 3 regarding marijuana. Ms. Woods 
informed the Commission that the entire article has been rewritten in accordance with the state statute 
and it is taking more regulated approach to statute requirements. Mr. Galica added that the code 
preserves the current policy of the city, which is to allow only the minimum regulation of medical 
marijuana and not recreational.  
A public hearing opened at 6:39 p.m. 
Representing the Howard Hughes Corporation, Kurt Jones spoke of his support for the presented text  
amendments and commended staff for working with the development community in this process. 
With there being no further comments from the public, the public hearing closed at 6:41 p.m.

A motion was made by Commissioner Kupcik and seconded by Commissioner Ragsdale to recommend 
approval to the Mayor and City Council as presented. Approval 5-0. Motion carried. 
 
 
4. COMMENTS FROM THE PUBLIC 
None. 
 
 
5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Mr. Galica commended Ms. Woods for her work on the Development Code Update. Ken informed 
Commission that Water Resources Director Terry Lowe will give an informative presentation at the 
October 14, 2025 meeting. 
 
 
6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik reminded the Commission and public, that the Taste of Buckeye Golf 
Tournament is scheduled for October 4, 2025. 
 
 
7. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:44 p.m.
