The team intends to submit for Site Plan approvals in conjunction with the CUP. FOLLOWING EXHIBITS INCLUDED: Exhibit A: Vicinity Map Exhibit B: Landscape Plan Exhibit C: General Plan Land Use Map Exhibit D: Current Zoning Designation Exhibit E: Adjacent Zoning Map DESCRIPTION OF REQUEST The property owners are proposing the development of a boutique manufactured home park in downtown Buckeye, Arizona, featuring eight park models. The vision is to create a welcoming, community-oriented space that blends modern comfort with the charm of small-town living. Situated in a prime location, the park will offer convenient, and affordable homes for residents. These will be market-rate, long-term leased housing available to anyone. Each park model will feature stylish, functional interiors, complemented by outdoor amenities to foster connection and relaxation. This project is designed to enhance the vibrant growth of downtown Buckeye while preserving its friendly, hometown atmosphere. This site is located near the intersection of Jackson Avenue, between 1st Street and 2nd Street, in Buckeye, Arizona at 110 E Jackson Avenue. The proposed manufactured home park will occupy parcels 400-27-049 and 400-27-051, with a combined total area of 16,250 square feet. Previously, the land was used as an 8-space RV park but is currently vacant. The property’s zoning is mixed residential (MR) and the MR district permits manufactured homes subject to approval of a conditional use permit. CURRENT AND PROPOSED SITE CONDITIONS The site is a former 8-spot RV park. It consists of basic infrastructure, including designated spaces, and utilities. The site’s existing layout and amenities require modernization to better align with the vision for downtown Buckeye. Its central location offers convenient access to local shops, dining, and community amenities, making it an ideal candidate for revitalization. Exhibit A-Vicinity Map PROPOSED PERCENTAGE OF OPEN SPACE/PHASING The Jackson Place manufactured home Park is a welcoming, family-friendly community featuring eight park model units designed for long-term rentals. The development will be thoughtfully landscaped with private patios at each unit and a shared common area with grass where residents can enjoy amenities such as a picnic table and a barbecue. The owner will provide the manufactured homes, and the property will not have any rental spots where residents bring their own unit. The park models, along with individual 100 square foot storage facilities, total 4,062 square feet, representing 24.9% of lot coverage. The amenity open space and patios equal 2200 square feet, representing 13.5% of lot coverage, and the remaining 61.6% of the site will be allocated to pedestrian walkways and landscaping. It is proposed that the project be developed in a single phase. DESIGN AND LANDSCAPE The landscape design enhances the community’s aesthetics, privacy, and functionality. At the main entry, accent plant groupings and flowering shade trees create a welcoming arrival experience. A synthetic lawn open space with a 6" concrete curb edge provides a low-maintenance gathering area, complemented by 2" screened decomposed granite in all open spaces. Each unit features shade trees and shrubs at the entry, with shrubs and vinyl fencing ensuring privacy. Tall, flowering shrubs soften the 6' perimeter wall, blending the development into its surroundings. A 36" concrete sidewalk connects units and amenities, while 10’ x 10’ pre-fab storage sheds offer additional resident storage. This design balances shade, privacy, and accessibility while maintaining a clean, low-maintenance aesthetic. Exhibit B-Landscape Plan RELATIONSHIP TO SURROUNDING PROPERTIES The manufactured home Park is designed to complement and enhance the character of the surrounding properties in downtown Buckeye. Positioned in a mixed-use residential area, it seamlessly integrates with nearby residential, commercial, and recreational spaces. The park’s thoughtful design prioritizes a low-impact, visually appealing aesthetic that respects neighboring properties while providing a welcoming environment for residents and visitors. Plan Designation: The site for the proposed manufactured home park is currently designated as mixed residential, aligning with the project’s intended use. This designation supports the development of housing options, including the proposed park models. The existing zoning ensures that the project fits seamlessly within the framework of the area’s planning objectives, eliminating the need for any changes to the designation. This alignment underscores the project’s compatibility with the community’s long-term vision and development goals. Exhibit C: General Plan Land Use Map Exhibit D: Current Zoning Designation ACCESSIBILITY AND CIRCULATION The manufactured home Park will prioritize accessibility and efficient circulation to ensure a seamless experience for residents and visitors. The site will feature clearly defined entry and exit points. A pedestrian pathway will be constructed to facilitate connectivity between individual units and designated entry and exit points. IMPACT TO CITY SERVICES City Services: The site will be accessible to emergency services via Jackson Avenue. Each unit will have its own trash receptacle, serviced by the City of Buckeye; residents will place their containers on the Jackson Avenue concrete pad for collection. Fire and police protection will also be provided by the City of Buckeye. Water and Sewer: There is existing water and sewer infrastructure available within the development to connect to. Water- Existing ¾” connection located at each space. A shutoff will be provided. Sewer – Existing 3” connection located at each space. Park models utilize a flexible connection. IMPACT ON LOCAL SCHOOLS, PARKS, ETC. Schools: The development of this 8-unit manufactured home park is designed to have a minimal impact on local schools and parks while contributing positively to the surrounding community. With its boutique size, it is not expected to increase local school enrollment or strain educational resources. Parks: Additionally, the manufactured home park’s proximity to existing parks and recreational spaces will encourage residents to explore and engage with these amenities, fostering a sense of connection with the community. By integrating the manufactured home park into the local area, we aim to complement Buckeye’s growth. Amenities: Downtown Buckeye has a myriad of restaurants and retail amenities for residents to visit. Exhibit E: Adjacent Zoning Map CONCLUSION Jackson Place Manufactured Home Park is eligible for a conditional use permit, provided that all specified conditions are met. Based on our assessment, the proposed manufactured home park satisfies the requirements for approval. 1. The proposed use is consistent with the General Plan and all applicable provisions of this Development Code and applicable state and federal regulations; a. The proposed Jackson Place Manufactured Home Park aligns with the General Plan and adheres to all relevant provisions of the Development Code, as well as applicable state and federal regulations. Our assessment confirms that the project is consistent with the intended land use designation and zoning requirements, ensuring compliance with the established planning framework. Additionally, the development supports the broader goals of the General Plan by providing a well-planned residential community that meets local housing needs while maintaining regulatory integrity. 2. The proposed use is consistent with the purpose and intent of the zoning district in which it is located and any applicable use-specific standards in Article 3 of this Development Code; subject to approval of a conditional use permit. a. The Jackson Place Manufactured Home Park is a permitted use under the Mixed Residential zoning and aligns with the district’s purpose and intent. The project complies with all applicable use-specific standards in Article 3 of the Development Code, ensuring compatibility with the surrounding area. 3. The proposed use is compatible with adjacent uses in terms of scale, site design, and operating characteristics (such as, but not limited to, hours of operation, traffic generation, lighting, noise, odor, dust, and other external impacts); a. Any significant adverse impacts anticipated to result from the use will be mitigated or offset to the maximum extent practicable; a. We do not anticipate any adverse impacts from the Jackson Place Manufactured Home Park, and any issues that arise will be mitigated to the maximum extent practicable, ensuring minimal disruption to the surrounding community. 5. Facilities and services (including sewage and waste disposal, water, gas, electricity, police and fire protection, and roads and transportation, as applicable) will be available to serve the subject property while maintaining adequate levels of service for existing development; a. The Jackson Place Manufactured Home Park will have access to all necessary utilities and services, including sewage, waste disposal, water, gas, electricity, police and fire protection, and transportation infrastructure, ensuring adequate service levels for both the development and the surrounding community. 6. Adequate assurances of continuing maintenance have been provided; and a. The Jackson Place Manufactured Home Park will include routine, seasonal, and annual maintenance assurances to ensure the long-term upkeep of the property and its facilities. 7. Any significant adverse impacts on the natural environment will be mitigated to the maximum extent practicable. a.
