ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Resolution No. 70-25 ratifying and approving (1) that certain First Amendment
to Airport Property Lease Agreement between the City of Buckeye and Heli Carrier USA, LLC, and (2)
consent to Assignment and Assumption of Property Lease Agreement between Heli Carrier USA, LLC,
as Assignor, and Spur-N-Rotor, Inc., as Assignee.
SUMMARY
PROJECT DESCRIPTION:
Heli Carrier desires to exercise the option to extend the Lease through December 31, 2025. Heli Carrier
also requests to assign the Lease to Spur-N-Rotor. Spur-N-Rotor desires to assume the Lease.  Spur-N-
Rotor will continue to provide helicopter repair services.
Heli Carrier USA, LLC (Heli Carrier), desires to extend its Airport Property Lease Agreement ("Lease")
with the City, pursuant to Section 2.2 of said Lease. The initial Lease term is January 1, 2019, through
December 31, 2023.  The Lease provides for two (2) extension terms of two (2) years each. Lessee
provided written notice in June 2025, requesting the first 2-year Lease extension.
Additionally, Heli Carrier, as Assignor, has requested the assignment of its Lease to Spur-N-Rotor, Inc.,
as Assignee.  Spur-N-Rotor desires to assume the Lease and desires to exercise the final two-year
extension, through December 31, 2027. This last extension will be brought back to the City Council at a
later date.  
Spur-N-Rotor will provide aeronautical activity consisting of helicopter repair services which will continue
to provide revenue for the airport.
BENEFITS:
Spur-N-Rotor will continue to provide an aeronautical activity consisting of helicopter repair services
which provides revenue for the airport. Continuing to have additional aeronautical services at the Airport
provides opportunities for expanding services for airport users.
FUTURE ACTION:
It is anticipated that Spur-N-Rotor will request the final two-year extension of the Lease Agreement in
writing, which will be brought to City Council for approval to extend the Lease to December 31, 2027. 
FINANCIAL IMPACT STATEMENT:
Annual revenue is approximately $15,400.
