Council to take action to ratify and approve the submission of a $700,000 grant application to establish a
cybercrime unit to combat, prevent, enforce, and prosecute cybercrimes against individuals. The grant
funding will cover the cost of a full-time forensic analyst salary, benefits, supplies, and training, with a
period of performance of three years, in the amount of $700,000 with no City of Buckeye matching
requirement, over a three-year period from the date of a fully executed grant agreement; and, further, to
authorize the Mayor, City Manager, City Attorney, and City Clerk to carry out the purpose and intent of
the grant application.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department supports efforts by States, Indian Tribes, and units of local government
to prevent, enforce, and prosecute cybercrimes against individuals with a focus on adult and young adult
cybercrime victims. Cybercrimes against individuals are defined as criminal offenses that involve the use
of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual without
their consent to distribute intimate images of an adult, except that use of a computer need not be an
element of the offense. This project will also protect and prosecute against human trafficking. The project
will cover a full-time forensic analyst salary and benefits, supplies, and training.
BENEFITS:
A cybercrime unit can benefit the Buckeye Police Department as an effective means to combat
cybercrimes committed against individuals in the community. The establishment of a dedicated
Cybercrimes Unit will significantly enhance the City's ability to investigate, prevent, and respond to
technology-related criminal activity. As community reliance on digital platforms grows, so does the risk of
cybercrime. This strategic investment in public safety positions will help the city to safeguard its residents
and protect its economic vitality. Cybercrimes often involve human trafficking. Buckeye intends to further
combat human trafficking with the skills of a new forensic analyst supported by this grant.
FUTURE ACTION:
If awarded, the Buckeye Police Department will hire a new forensic analyst and provide training to select
officers to identify and protect victims of cybercrimes. The training is developed in collaboration with
victim service providers. The Buckeye Police Department's goals are to reduce investigative case time,
increase prosecution, and conduct community education campaigns regarding cybercrime, human
trafficking, and domestic violence prevention. This community outreach and education will help build the
community's trust in the Buckeye Police Department and encourage community members not to be
apprehensive about contacting police when in need. Buckeye intends to further combat human trafficking
with the skills of a new forensic analyst supported by this grant.
FINANCIAL IMPACT STATEMENT:

The maximum grant request amount is $700,000.00 with no City of Buckeye match; although there is no
required match, because the maximum grant amount is $700,000 and the project is estimated to cost
$830,012.90, Buckeye will be responsible for the excess of $130,012.90 over the grant funding. If
awarded, once the grant funding is exhausted, Buckeye may continue the forensic analyst position or
terminate the position.
CURRENT FISCAL YEAR TOTAL COST:
Nothing is expected to be expended in Fiscal Year 2026. If awarded, the total cost over three years is
anticipated at $830,012.90, with $700,000 reimbursable through the grant budget.
