Proposal Narrative
Purpose of the Proposal
1. Describe the populations in the service area and the needs the project will address.
The project will serve all who reside in, visit, or pass through the City of Buckeye (Buckeye).
The project will also benefit neighboring jurisdictions. Buckeye has mutual agreements with
neighboring jurisdictions wherein information and resources are actively shared for the benefit of
each jurisdiction. Buckeye is a rural area with population clusters spread over 640 square miles,
covered by greater than 90% agricultural/open space, 2% industrial/commercial use, and 4%
residential. Buckeye is approximately 36 miles west of Phoenix. The World Population Review
estimates the 2025 Buckeye population is 119,000 (Buckeye, Arizona Population 2025).
Buckeye’s 2025 main ethnic breakdown is 19% Latino, 60% White, 7% Black, and 14% other.
The World Population Review estimates the average income for 2025 is $52,511, the median
age is 35 years, and 7% of households are below the poverty level. Portions of Buckeye have
been federally identified as historically disadvantaged as to transportation, health, equity,
environmental indicators, Risk Management Plan (RMP) facility proximity, wastewater
discharge, flood risk, education, income, socioeconomic indicators, unemployment, and a high
level of vulnerability to negative effects caused by external stresses on human health.
Buckeye is the westernmost city of the Phoenix Metropolitan area, located approximately 36
miles west of Phoenix and 116 miles north of the U.S.-Mexico border in Lukeville. Major
roadways run through Buckeye, including the east-west Interstate-10 (I-10) and the north-south
State Route 85 (SR-85). Buckeye is the first city that people encounter if one enters from the
south on SR-85 or the west on I-10, making Buckeye a common thoroughfare for approximately
118,100 vehicles per day that travel on SR-85 and the I-10 (2024-AADT-

PUBLICATION_wformat20250606.xlsx). Those vehicles include criminals who pass through or

stop in Buckeye while on their way to their destination. Buckeye is also the last city one would
encounter if they are traveling west along I-10 or south on SR-85, again, making Buckeye a key
location for people to stop to take advantage of food and fuel before their options become
limited to none. Buckeye, due to its vast geographical character and low per capita and per
square mile law enforcement presence, provides opportunity for criminals to “fly under the
radar”.
According to the Buckeye Police Department’s (BPD’s) 2024 Annual Report, 853 victims were
served by the Buckeye Police Department's Victim Services Unit (2024 annual report).
Victimizations included adult sexual assault, disorderly conduct, child physical abuse or neglect,
adult physical assault, child sexual abuse/assault, criminal damage, identity theft/fraud/financial
crime, and domestic and/or family violence. This project aims to combat transnational crimes,
including cartel and illegal immigration crimes linked to human, drug, and weapons trafficking.
Buckeye proposes to use the benefits of this grant offering to establish a cybercrime unit to
combat the use of computer communication to effect crimes against individuals, especially
crimes to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or
without consent, distribute intimate images of an adult.
2. If applicable, describe how the proposal will address priority one (human trafficking
and transnational crime) and/or priority two (under-resourced rural and remote areas,
Tribal nations and small towns).
This project supports BPD to combat human trafficking and transnational crimes (priority one),
including cartel and illegal immigration crimes linked to human, drug, and weapons trafficking.
Buckeye seeks to increase digital forensic analysis for identifying and tracking efforts of human
trafficking offenders, following their habits, and discovering their hideouts to rescue victims and
arrest offenders through the addition of a Forensic Analyst who will dedicate 100% of their time
to the project. The Forensic Analyst will monitor, analyze, and report digital forensic evidence for
the purpose of prevention, enforcement, and prosecution of cybercrimes against individuals with

a focus on adults and young adults who are victims of cybercrimes. Buckeye currently has
partnerships with local victim services providers who advocate and assist victims of domestic
violence, sexual assault, dating violence, or stalking. Recovery Innovations is one of BPD’s
partners and has been providing recovery programs, crisis services, and specialized consulting
since 1990 (About - RI International). Another provider, Community Bridges, Inc. has been
serving the community through therapy, education, medications, housing, and other supportive
services since 1982.
Additionally, BPD seeks to address priority two (under-resourced rural areas and small towns).
BPD has a sworn police per capita ratio of 1.1 per 1000 versus the national average of 2.5
(national average police officers per 1000 in 2024 - Search). If awarded, this grant will help fund
a new full-time employee (Digital Forensic Analyst), training related to this grant for several law
enforcement staff, and computers and supplies to be utilized by the grant-related law
enforcement staff.
3. Describe the challenge or need faced by the community and connect it to the selected
purpose area. Include relevant statistics, if available, to support the challenge and/or
need identified.
Human trafficking has become too common an occurrence. As of 2021, worldwide human
trafficking was estimated by the International Labor to be a $236 billion a year industry (The
nexus between drug trafficking and human trafficking | Hope for Justice). It is estimated that
there have been over 40 million victims of human trafficking. It is also estimated that annually,
over 300,000 children are sold by human traffickers. Perpetrators may be located anywhere in
the world and can hide behind IP addresses and codenames, making it difficult for law
enforcement to locate.
California and Texas are the top 2 human trafficking states according to Insider Monkey, which,
along with the Mexican border, provide pathways into and through Buckeye, Arizona for human
trafficking activities, including victims who have also suffered domestic violence, sexual assault,

dating violence, and/or stalking. Additionally, metro Phoenix is listed as having one of the
highest human trafficking crime rates in the United States, listed at #19, serving as a
transportation hub for human trafficking. Also, as an exacerbating factor, metro Phoenix has a
high number of immigrants, most of whom live in poverty, lending themselves prey to human
trafficking activities. Collaboration on human trafficking issues and the mobilization of non-
governmental organizations (NGOs) and governments is critical.
In August of 2023, BPD formed an anti-human trafficking coalition with the City of Avondale, City
of Goodyear, Maricopa County Sheriff’s Office and the Southwest Family Advocacy Center. The
purpose of the coalition is to combat human trafficking within this region of the metro Phoenix
area. The coalition investigates, rescues victims, prosecutes, collects data, coordinates
programs and directs service provisions for identified victims. The coalition conducts regular
anti-human trafficking operations within the three city jurisdictions, alternating amongst the
cities. Since its inception, the coalition has conducted over seven operations throughout the
western part of metro Phoenix.
These prior operations have resulted in 80 prostitution related arrests and 6 child sex trafficking
arrests. Additionally, 63 outreach contacts were made subsequent to the operations. Outreach
contacts are post-operation activities, usually the following day, which involve contacting victims
who are willing to participate in an information and resource event to address the prior night’s
engagement.
The fight against human trafficking requires human resources and technology. Regarding
technology, stationary License Plate Recognition devices (LPRs) have been successful in the
City of Buckeye within the last 18 months with the LPRs aiding BPD to locate 3 missing
persons, locate and recover 18 stolen vehicles, and track and arrest the suspects from 2 armed
robberies. In one instance, BPD conducted a traffic stop on a stolen vehicle after their LPR
alerted officers. The driver of the vehicle stated that they were paid to drive south to the
U.S./Mexico border to pick up people to smuggle them into the United States and potentially

turn them into victims of human trafficking. The drive from the City of Buckeye to the
U.S./Mexico border is approximately 2 hours (117 miles). The short drive, coupled access to US
Interstate I-10 and Arizona State Route 85, makes Buckeye a common thoroughfare for human
smuggling, human trafficking, and drug trafficking.

4. Describe current efforts to address the intersection of domestic violence, dating
violence, sexual assault, and stalking and technology-facilitated abuse/cybercrimes
against individuals.
BPD has a Special Victim’s Unit of 6 personnel which investigates and prosecutes domestic
violence, dating violence, sexual assault, and stalking and technology-facilitated
abuse/cybercrimes against individuals. However, BPD does not have sufficient personnel to
focus on internet crimes against individuals. Internet crimes against individuals (ICAI) cases
have steadily increased over the past recent years. Since 2022 ICAI cases have gone from 36,
to 40 in 2023, and to 74 in 2024. BPD needs a digital forensic analyst to focus on ICAI, ICAC,
sexting cases, and human trafficking involving phones, electronic applications, and internet
activity. Also, cyber fraud, cyber stalking, and cyber extortion harassment are a concern to BPD.

of Goodyear, Maricopa County Sheriff’s Office and the Southwest Family Advocacy Center. The
purpose of the coalition is to combat human trafficking within this region of the Metro Phoenix.

5. Identify gaps in available services, resources, and/or knowledge and explain how
the proposed project will complement and not duplicate existing efforts. Include
gaps in available services for young adult (ages 18-24) and adult victims of
cybercrimes against individuals.
BPD lacks subject matter expertise in the area of digital forensic research and analysis. Digital
forensics is the process of collecting and analyzing digital evidence in a way that maintains its
integrity and admissibility in court. BPD needs to hire a digital forensic analyst who knows how
and where to research for cybercrime signs and evidence, and how to locate the perpetrators
and the victims of cybercrime. The BPD Special Victims Unit (SVU) currently does not possess
this expertise.

What will be Done
1. Describe how the proposed project will address the needs identified in the Purpose of
the Proposal section above.
Digital forensics is a field of forensic science. It is used to investigate cybercrimes but can also
help with criminal and civil investigations. Cybercrimes law enforcement units can use digital
forensics to identify the cybercriminals who are responsible for cybercrime attacks, and law

enforcement agencies use digital forensics to analyze data from the devices of cybercrime and
other crimes. Digital forensics involves gathering evidence from any digital device.
Specific procedures need to be followed to collect digital forensics evidence. Trained digital
forensics investigators adhere to a strict forensics process which is intended to ensure the
validity and integrity of the evidence and is acceptable in the prosecution of a case in a court of
law. To ensure that criminal investigations that involve digital evidence are processed in a way
that is admissible in court, specific procedures have been established.
Like all evidence, physical or digital, investigators and law enforcement agencies must collect,
handle, analyze and store it correctly. Otherwise, data can be lost, tampered with or rendered
inadmissible in court.
Forensics experts are responsible for performing digital forensics investigations. The first step is
data collection and identify digital devices or storage media containing data, or digital
information relevant to the investigation. Law enforcement may seize evidence from a potential
crime scene to ensure a strict chain of custody. To preserve evidence integrity, forensics teams
make a forensic duplicate of the data by using a forensic imaging tool.
Thereafter, the original data is secured and copies are used to complete the investigation.
Forensic analysts are able to retrieve data from web browser histories, chat logs, remote
storage devices, deleted devices, and computer operating systems. Forensic analysts use
different methodologies and digital forensic tools to extract data. BPD will be able to use this
digital data to prosecute cybercrime cases more effectively. Forensic analysts can
gather digital evidence from computing devices, smartphones, tablets and other devices.
Forensic analysts can examine and analyze databases to discover evidence related to
cybercrimes. Evidence of web browsing and communications can be discovered. The activities
of cybercrime criminals and their victims can be discovered and documented.

BPD will form a coordinated community response (CCR) to include victim service providers that
have demonstrated success in the areas of sexual assault, domestic violence, dating violence,
cybercrime victims, stalking, and violence shelters.
2. Describe how the applicant proposes to address the purpose area(s) identified for the
project. Note: Cybercrimes Enforcement Program grantees must implement purpose
area(s) 1 and/or 2; applicants may choose to address additional purpose areas.
Buckeye proposes to address purpose areas 1, 4, 5, 7, 8, 9, and 10.
Purpose area 1 intends to train local law enforcement personnel relating to cybercrimes against
individuals. Buckeye will require personnel on the Special Victims Unit to successfully complete
training in the areas of cybercrime, human trafficking, and sexual assault. Graykey training will
be included. Graykey is a specialized mobile forensic tool used by law enforcement to unlock
and extract data from locked iOS and Android devices. Training will also include sexual assault
investigation techniques and digital footprint training, as well as enforcement and utilization of
laws that prohibit cybercrimes against individuals. Training will lead to collaboration with victim
service providers (specified elsewhere in this application) to identify and protect victims of
cybercrimes.
Buckeye will enforce cybercrime laws, performing enforcement operations, including overtime
where necessary. Buckeye will engage and educate the public with education campaigns for
schools, teachers, social workers, counselors, and the community at large. Buckeye is
establishing a task force to include a new digital forensic analyst to conduct investigations,
analyze forensic evidence, and assist in the prosecution of cybercrimes against individuals.
Buckeye will purchase computers, workstations, and audio-video equipment to aid in
investigations and the prosecution of cybercrimes against individuals. Buckeye commits to
share its expertise and information with Federal, State, Tribal, and local law enforcement

agencies. Buckeye will cooperate with Federal, State, Tribal, and local law enforcement
agencies regarding interstate extradition requests involving cybercrimes against individuals.
3. Describe how the proposed project addresses the intersection of domestic violence,
sexual assault, dating violence, and stalking and technology-facilitated
abuse/cybercrimes against individuals. Include a description of how the proposed
project will address the need for improved responses to young adult and adult
victims of cybercrimes against individuals.
Buckeye proposes to address domestic violence, sexual assault, dating violence, and stalking,
and technology-facilitated abuse/cybercrimes against individuals with a multi-faceted approach.
Buckeye will hire a digital forensics analyst to research, investigate, analyze, search for
evidence, and report on findings related to cybercrime cases. Buckeye will train its personnel
regarding cybercrimes against individuals, sexual assault, domestic violence, dating violence,
stalking, etc., to include recognizing cybercrime indicators, digital footprint training,
investigations techniques, and operating equipment to extract data and information from
electronic devices used to perpetrate cybercrimes against individuals. Buckeye will acquire
equipment to be used in investigations and the prosecution of cybercrimes against individuals.
Buckeye will actively participate with its not-for-profit partners to aid in providing mental and
physical assistance to victims of cybercrimes, domestic violence, sexual assault, dating
violence, etc. Buckeye is attempting to utilize these tools to reduce investigation times, increase
prosecutions, enhance cybercrime prevention, improve domestic violence prevention, and
reduce sexual exploitation, as more specifically outlined in the goals below in question 4. The
proposed project will improve the response to cases that involve online predators who prey on
youth, young adults, and adults through the addition of a full-time Digital Forensics Analyst,
computers and supplies, and training. Below is an example of one of the many cases that BPD
has received regarding online predators targeting youth, young adults, and adults.

Additionally, in September 2024, BPD arrested two individuals who posted threats against
Buckeye schools on social media (see below). This project will also ensure that Buckeye
schools are safe from online threats and enhance prevention and responses to cybercrime
incidents.

4. Describe goals for the proposed project and the specific, measurable outcomes to be
achieved as a result.
Goals over the next three years:

Reduce investigative case time for cybercrimes by 20%

Increase successful prosecutions by 25%

Conduct Community Education Campaigns quarterly through various media, including
campaigns for schools/teachers and social workers/counselors

Increased Cybercrime Prevention by reduction in cases from the 2024 high of 74 cases
down to 50 cases, including Domestic Violence Prevention and Sexual Exploitation
of Minor Prevention Education for adults and juveniles.

Create a coordinated community response team (CCR) with victim advocates, support
groups for each specific crime type, group homes for juveniles, and engage societal
groups that include disabilities.
5. List tangible products, if any (e.g., a brochure, training curriculum, policy, video), that
will be created under the project.
Buckeye anticipates that social media presentations will be created to address cybercrimes
against individuals to heighten community awareness, fulfill education campaigns for schools,
teachers, social workers, and counselors. Social media will also be used to conduct community
education campaigns and advertise community response team events. The below social media
post is an example of a tangible product that BPD will produce.

6. Describe the role and activities of the project partner(s), including the required victim
service provider partner, and how the partner(s) will contribute to the overall success
of the project, particularly as it relates to addressing purpose area 1 and/or 2, training
for law enforcement, prosecutors, judges, and judicial personnel.
Buckeye has partnered with Community Bridges, Inc., a nonprofit Integrated Behavioral Health
Provider located in Avondale, Arizona; Recovery Innovations, located in Peoria, Arizona; and
Sounds of Autism, located in Goodyear, Arizona. Community Bridges, Inc. is a nonprofit
Integrated Behavioral Health Provider of an integrated system of care for mental health and
addiction services, which includes shelters, supportive housing, crisis stabilization, community
education, and outreach. Recovery Innovations provides immediate and ongoing behavioral
health support for all individuals on a voluntary and involuntary basis. Sounds of Autism
provides crisis support, communication skills, and social interactions. These partners provide
victim assistance to cope with the effects of cybercrimes against individuals. These partners
also provide expertise and training to law enforcement related to the needs and care required by
victims of cybercrimes against individuals, which relates to addressing purpose area 1.

7. Describe the plan to establish or continue a coordinated community response (CCR)
team in response to cybercrimes against individuals, including who the potential
members are and how the team will contribute to the overall success of the project and
long-term benefit to the applicant’s community.
BPD anticipates that the CCR team will include members of BPD SVU, who will provide digital
forensic analysis and investigative and prosecutorial services and expertise. Community
Bridges, Inc., a nonprofit Integrated Behavioral Health located in Avondale, Arizona, will provide
an integrated system of care for mental health and addiction services, training, and services
which include shelters, supportive housing, crisis stabilization, community education, and
outreach. Recovery Innovations will provide immediate and ongoing behavioral health support
for all individuals on a voluntary and involuntary basis. Sounds of Autism will provide victims of
cybercrimes with services for people with disabilities, speech impediments, people with limited
English proficiency, people who are deaf, hard of hearing or blind. BPD victims’ advocate acts
as a liaison for victims of cybercrime, and the BPD Crisis Intervention Team can aid in the de-
escalation of crisis situations that occur related to cybercrimes.
8. Describe what steps the applicant and any proposed partner(s) will take to make
proposed services accessible to people with disabilities, people with limited English
proficiency, and people who are Deaf or hard of hearing.
BPD is in a position as first responders to refer victims of cybercrimes to the partners for needs
assessment and to provide the required services. BPD has a victim advocate on staff to act as a
liaison for cybercrime victims with required services. Services for victims of cybercrimes are
available for people with disabilities, speech impediments, people with limited English
proficiency, people who are deaf, hard of hearing or blind through assistance directly from BPD
partners or referrals by partners to other services for assistance.

Who Will Implement
1. Identify the key people and organizations, including project partners involved in the
proposed project.
Buckeye Police Department (BPD) intends to hire a cybercrime subject matter expert in the field
of digital forensic research and analysis to aid the Special Victims Unit (SVU) of BPD. The SVU
will research, investigate, analyze, enforce, and prosecute cases of cybercrimes against
individuals. BPD currently and will continue to partner with Community Bridges, Inc., a nonprofit
Integrated Behavioral Health Provider located in Avondale, Arizona. The Buckeye Police
Department has been in partnership with Community Bridges, Inc. since 2011, with increased
collaboration in the most recent years.
BPD also has a collaborative partnership with Recovery Innovations, which provides immediate
and ongoing behavioral health support for all individuals on a voluntary and involuntary basis.
This partnership with Recovery Innovations will continue for the foreseeable future. The
aforementioned partnerships with Community Bridges, Inc. and Recovery Innovations serve as
victim services providers.
In addition to partnerships, BPD has an intergovernmental agreement with the City of Avondale,
City of Goodyear, and Maricopa County to participate in the West Valley Sex Trafficking Task
Force. The mission of the Task Force is to locate, rescue, and identify victims of adult and child
sex trafficking by conducting undercover investigations and operations, while also apprehending
offenders and providing resources to victims. Collaborative efforts among the agencies include
ongoing investigative operations, acquisition of the proper equipment, and necessary training.
The Task Force also works to suppress sex buying operations and assists other agencies with
the suppression of sex and human trafficking.
Lastly, BPD has an intergovernmental agreement with the City of Avondale, City of Goodyear,
and Maricopa County to provide integrated services to families and children through the
Southwest Advocacy Center located in Avondale, Arizona. This agreement consists of a multi-

disciplinary team approach for the assessment, investigation, protection, prevention, referral,
and treatment for prosecution of matters related to the physical and sexual abuse of adults and
children, including domestic violence matters.
The aforementioned partnerships and intergovernmental agreements are currently active and
will remain active for the foreseeable future. Each organization will be actively involved in the
proposed project with the shared goal of combating human trafficking, cartel operations,
domestic violence, dating violence, stalking, and sexual assault.
2. Demonstrate that the people and organizations identified have the capacity to
address the stated need and can successfully implement the proposed project
activities. Job descriptions of all key personnel must be attached but will not count
toward the page limit.
DIGITAL FORENSICS ANALYST
Under general supervision, the digital forensics analyst gathers, analyzes, or evaluates
information from a variety of sources, such as law enforcement databases, surveillance,
intelligence networks or geographic information systems. The Analyst uses intelligence data to
anticipate and prevent organized crime activities and to identify crime trends or patterns to aid in
the prevention of crime and apprehension of criminals. The Analyst also aids in the collection,
processing and interpretation of various types of electronic evidence; preserves and analyzes
data from electronic data sources, including laptop and desktop computers, mobile devices and
other sources of audio and video.
VICTIM ADVOCATE
Under general supervision of the Neighborhood Services Manager, the victim advocate supports
the daily and special operations of the Victim Assistance Program. Responsibilities include crisis
intervention, victim advocacy, and support services to victims of crime. Incumbents coordinate
and work with internal and external law enforcement personnel, criminal prosecutors, and

external agencies/entities during the execution of providing necessary services to victims of
crimes that occur within the City of Buckeye.
VICTIM SERVICES SUPERVISOR
Under general supervision of the Criminal Investigations (CID) Lieutenant, the victim services
supervisor directs the Victim Services Unit’s activities and staff; assures that Victim Advocates
are ready and prepared to perform their duties. Provide crisis intervention, support, liaison, and
referral assistance to crime victims. Act as a liaison for crime victims and their families to the
Buckeye Police Department and the city prosecutor’s office. Prepare victims for their
involvement with the criminal justice system; explain victims’ rights; transport and accompany
victims to court proceedings; assist victims in completing petitions for court orders.
POLICE CRISIS INTERVENTION SPECIALIST
Under general supervision, the police crisis intervention specialist provides professional-level
mobile crisis intervention, evaluation/assessment, information, and referral services for the
Police Department. Responds, in person and by telephone, to police officer requests for
psychological, sociological, and victim services. Performs intervention and assessment services
in areas such as domestic violence, sexual assault, mental health emergencies, child
maltreatment, and runaways. Performs outreach services to individuals experiencing health and
/or housing insecurity issues by providing linkages to services provided by local organizations.
Engages and establishes relationships with the homeless community to provide supportive
services in collaboration with behavioral health and social services organizations; collaborates
with service providers to facilitate access to care with the goal of stabilization. Works in a variety
of stressful and emotional situations. Responds to private citizens, schools, and social service
agencies' requests for assistance. Refers and occasionally provides transportation to local
treatment and other appropriate locations.
POLICE DETECTIVE INVESTIGATOR

The police detective investigator plans and executes investigative strategies and approaches
primarily related to major criminal investigations, including cybercrimes against individuals,
sexual assaults, domestic violence, and human trafficking. Presents education and information
through community and school awareness projects, counsels citizens on law enforcement
activities, programs, and referral resources.

Responders/Medical, Educators/Administration. The Sounds of Autism employs multi-
disciplinary platforms in support of its four core programs. Each program was designed to
support different Milestones, eventually leading to an Independent Adult Life and Sustainable
Job Skill Solutions. The Autism population will need this type of support to offer the Financial
Support and Education of Independent Living to give the confidence and support they need to
maintain a more typical life.
3. Describe the roles and responsibilities of the applicant and project partner(s) in
relation to the project activities and how they will work with the CCR team.
BPD will provide first responder services and refer cybercrime victims to the CCR team
members. BPD will also provide digital forensic services through research, investigations,
analyzation, search for evidence and report on findings related to cybercrime cases. Buckeye
will train its personnel regarding cybercrimes against individuals, sexual assault, domestic
violence, dating violence, stalking, etc. to include recognizing cybercrime indicators, digital
footprint training, investigations techniques, and operating equipment to extract data and
information from electronic devices used to perpetrate cybercrimes against individuals. Buckeye
will acquire equipment to be used in investigations and prosecution of cybercrimes against
individuals. Buckeye will actively participate with its not-for-profit partners to aid in providing
mental and physical assistance to victims of cybercrimes, domestic violence, sexual assault,

dating violence, etc. Buckeye is attempting to use these tools to reduce investigation times,
increase prosecutions, improve cybercrime prevention, improve domestic violence prevention,
and reduce sexual exploitation, as more specifically mentioned in the goals section.
Investigative detectives will investigate incidents of actual or potential cybercrimes against
individuals and prosecute crimes using the tools funded by this grant opportunity. BPD also
provides victim advocate services and crisis intervention services. The clinical partners of the
CCR team provide victim assistance to cope with the effects of cybercrimes against individuals.
