1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Rebecca Puppe, Commissioner Deanna Kupcik, 
Vice Chair Anthony DiMascio, Commissioner Donald Bassler, Commissioner 
Sebastian Trupiano participated virtually, Alternate Les Manuel 
 
Members absent:   Commissioner Gina Ragsdale, Alternate Charles Hester, Alternate Ryan Belshee, 
Alternate Douglas McDonald 
 
Staff present:  
Planning Manager Ken Galica, Planner I Jarek Dunn, Assistant City Attorney Tosca 
Henry, Management Assistant Keri Hernandez 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE AUGUST 12, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Bassler and seconded by Commissioner Kupcik to approve 
minutes as presented. Approval 6-0. Motion carried. 
 
 
3. REGULAR AGENDA 
3A. JACKSON PLACE MANUFACTURED HOME PARK – CONDITIONAL USE PERMIT WITH SITE 
PLAN (PLZU-25-0002) 
Planner I Jarek Dunn presented and was available to answer questions from the Commission. 
Commissioner Bassler asked who would be responsible for the road and on-street parking. Mr. Dunn 
informed the Commission that the developer would be responsible for the on-street parking.  
Commissioner Trupiano asked who would own the homes. Mr. Dunn informed the Commission that 
Hickman’s will own the land, homes, and will be responsible for the maintenance.  
A public hearing opened at 6:14 p.m. 
Jay Broadbent requested the item be continued. 
With there being no further comments from the public, the public hearing closed at 6:17 p.m. 
A motion was made by Commissioner Trupiano and seconded by Commissioner Puppe to continue the 
agenda item date specific to October 14, 2025. Approval 6-0. Motion carried. 
 
 
4. COMMENTS FROM THE PUBLIC 
None. 
 
 
5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS

Mr. Galica informed the Commission that a workshop is being scheduled for September 23, 2025 to 
discuss the Housing Action Plan. Ken also informed the Commission that future presentations will include 
Water Resources and Traffic topics of interest. 
 
 
6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Ms. Kupcik announced that the Taste of Buckeye Golf Tournament will be held October 4, 2025. 
Mr. Trupiano commended the Joe Foss shooting range facility he recently visited. 
 
 
7. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:30 p.m.
