Council to approve the Cooperative Contract Purchase Addendum (CCPA) (Contract No. 32600054)
between the City of Buckeye, an Arizona municipal corporation, and Dave Bang Associates Inc., an
Arizona corporation, for the Kell Park playground replacement; and authorize the City Manager to
execute and deliver said Contract on behalf of the City of Buckeye.  
SUMMARY
PROJECT DESCRIPTION:
Kell Park Playground, originally constructed in the year 2000, has reached the end of its useful 25-year
lifecycle, as identified through the Asset Management System. As part of the City’s ongoing commitment
to maintaining high-quality recreational amenities, the playground is scheduled for replacement in the
FY25-26 budget.
The new playground will feature a book-themed design, celebrating its location next to the Downtown
Library. This theme is intended to inspire imagination, creativity, and a love of reading, aligning with the
City’s focus on education and community enrichment. The design will include vibrant, storybook-inspired
play elements that offer a unique and engaging experience for children of all ages.
Playground features will include swings, interactive structures, and age-appropriate play equipment. To
ensure inclusivity and accessibility, the playground will be installed with a poured-in-place rubber
surface, providing a safe and ADA-compliant environment for children of all abilities.
As part of the design process, staff engaged residents by asking them to vote for their favorite of three
designs.  The playground design that received the most votes was presented to the Community Services
Advisory Board on July 16, 2025 and the board made a unanimous recommendation to Council to
approve.
BENEFITS:
The new Kell Park Playground will deliver a major upgrade in safety, accessibility, and play value for the
Buckeye community. Replacing the original 25-year-old equipment, the new playground introduces a
vibrant, book-themed design that encourages creativity, imagination, and a love of learning—perfectly
complementing its location next to the Downtown Library.
FUTURE ACTION:
Upon Council approval, staff will work with Finance to issue the purchase order and work with the vendor
to purchase the playground equipment. The vendor anticipates construction to begin 14–18 weeks after
the order is placed, allowing time for the manufacturing and delivery of all components.
The removal of the existing playground and installation of the new equipment is expected to take

approximately two weeks, during which the construction area will be securely fenced off for public safety.
Barring unforeseen delays, the new playground is anticipated to be open and ready for community use in
2026.
FINANCIAL IMPACT STATEMENT:
The total cost for the new Kell Park Playground is $452,016.38, based on a quote received from Dave
Bang and Associates, Inc. on June 12, 2025. The quote is valid for approximately 16 weeks, through
September 30, 2025, allowing time for Council consideration and procurement.
A total of $500,000 has been budgeted in the FY25/26 Parks operating budget to cover the project cost,
including contingency for potential price adjustments, delivery fluctuations, or unforeseen construction
needs. This budgeted amount ensures flexibility and readiness to move forward efficiently upon Council
approval.
