Council to take action on the approval, acceptance, and execution of the grant Agreement Regarding
Fentanyl Prosecution, Diversion and Testing in the amount of $127,011.19 between the State of Arizona
Department of Public Safety and the City of Buckeye through the Police Department, to support the
acquisition of a Fentanyl sensing, lifesaving robot for the Buckeye Police Department, with no required
match from the City of Buckeye; to authorize the City Manager to execute and deliver the grant
Agreement; and authorize the Mayor, the City Manager, the City Attorney, and the City Clerk to take the
steps necessary to carry out the purpose of the grant Agreement on behalf of the City of Buckeye. 
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye's Police Department seeks to enhance officer and public safety through the
acquisition of a fentanyl-sensing, lifesaving robot. The robot can sense fentanyl and other forms of illicit
substances. The robot can also approach at-risk areas to perform a variety of high-risk tasks, including
fentanyl identification, process serving, service of warrants, monitoring, video and audio surveillance
activities, two-way communications, video feeds, etc. The robot can climb stairs, traverse irregular
surfaces, right itself when it tips over, open doors, and retrieve items. The grant supports the acquisition
of one fentanyl-sensing, lifesaving robot to be available for use by the Buckeye Police Department. The
grant period of performance ends June 30, 2026.
BENEFITS:
The objective is to enhance the Buckeye Police Department's service to the community. The Buckeye
Police Department's goal is to reduce fentanyl-related crimes and remove fentanyl and other fatal drugs
from the community, while keeping first responders safe. Over time, the Buckeye Police Department
expects to see a reduction in overdose hospitalizations and deaths. The robot can also approach at-risk
areas to perform a variety of high-risk tasks, including fentanyl identification, process serving, service of
warrants, monitoring, video and audio surveillance activities, two-way communications, video feeds, etc.
FUTURE ACTION:
There will be no further acquisition costs or actions required for the purchase of this equipment. There
will be possible maintenance costs associated with this equipment in the future, which will be funded
from Buckeye Police Department's General Fund account, unless additional grant funding opportunities
become available, in which case Grants will pursue.
FINANCIAL IMPACT STATEMENT:
The 2026 Fentanyl Prosecution, Division and Testing Grant portion is $127,011.19. There is no match
required for this grant; however, the Buckeye Police Department will need to provide approximately
$273,000 to fully support the acquisition of the fentanyl-sensing lifesaving robot, which will be funded by

a special revenue fund that derives its funds from outside the City. The total cost to acquire the robot is
approximately $400,000 budgeted under 35732121-523012.
CURRENT FISCAL YEAR TOTAL COST:
The total Fiscal Year 2026 cost is approximately $400,000, with $127,011.19 reimbursable based on the
budget. The non-required match of approximately $273,000 will be funded through the Buckeye Police
Department's special revenue RICO (Racketeer Influenced and Corrupt Organizations Act) account.
