Prevention Program Grant Application – Summary Recap 
Project Description:   
The Buckeye Police Department seeks to improve safety within Buckeye schools through the integration of 
surveillance equipment that can be monitored in real time by a dedicated Criminal Intelligence Analyst within 
the Buckeye Police Department’s Real-Time Information Center. If an incident occurs, BPD and school officials 
will have access to real-time and recorded footage of the incident. This leads to quicker recognition and 
response times. The information available will be live and provide responders with accurate information with 
which to respond. The ballistic window film is a bullet-resistant glass laminate. Many Buckeye schools have 
glass fronts, exposing the schools to outside threats such as active shooters. This film is bullet and smash-
resistant, enhancing the safety of students and teachers. The window glass ballistic protective film will protect 
all occupants of the facilities. The ballistic foldable shields will be utilized by SROs at Buckeye schools as they 
can be stored in the SRO’s locker on-site, which are easily deployable, and protect the SRO in the event of an 
active shooter or other threats.

 $ 662,461.59 ($496,846.19 reimbursable based on budget)

Plans Once Grant Expires:  
 If awarded, the award agreement will be presented to Council for approval. Once the installation of 
surveillance equipment is complete, any maintenance needs will be funded through the Buckeye Police 
Department’s budget. After the grant 3-year funding for the full-time Criminal Intelligence Analyst has been 
exhausted, Buckeye may retain the full-time employee through the general fund budget. If available, the 
Grants Team will pursue other potential grant funding opportunities to fund the employee. Buckeye will 
also have the option to eliminate the position.  
Objectives and Expected Outcomes:  
 Video surveillance systems have directly contributed to a 35% drop in property damage and vandalism at 
schools within one year of being activated. Surveillance systems provide important evidence when incidents 
occur and discourage bad behavior. They also act as a silent line of defense, which helps contribute to a 
more secure and safe environment for teachers, students, and parents. Surveillance systems provide 
remote oversight, discourage vandalism and bullying, promote accountability, support investigations, 
enhance emergency preparedness, and improve incident response. In the United States, more than 80% of 
public schools utilize surveillance systems to deter crime, discourage vandalism and trespassing, and 
monitor and address bullying issues.

 FY 2026 through FY 2029
