Council to take action to approve and accept the grant award for the Arterial Widening Grant Program
from the Maricopa Association of Governments (MAG), in the total amount of $9,484,620.00, consisting
of  $6,639,234.00 reimbursable from MAG and a required match from the City of Buckeye in the amount
of $2,845,386.00; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to
carry out the purpose and intent of the grant award.
SUMMARY
PROJECT DESCRIPTION:
The PMO seeks to widen Miller Road from Broadway Road to Lower Buckeye Road to provide a four-
lane roadway (two through lanes in each direction). Between Broadway Road and Lower Buckeye Road,
Miller Road is currently a two-lane roadway (one through lane in each direction) with a daily traffic
volume of approximately 20,164 vehicles. This project would widen the roadway to provide two through
lanes in each direction, separated by a raised median to ensure safety for all roadway users. The grant
award also supports the addition of a six-foot sidewalk with Americans with Disabilities Act-compliant
features to both sides of Miller Road. This stretch of road work is approximately one mile. 
The City of Buckeye's Program Management Office (PMO) seeks to widen Miller Road from Broadway
Road to Lower Buckeye Road to provide a four-lane roadway (two through lanes in each direction).
Between Broadway Road and Lower Buckeye Road, Miller Road is currently a two-lane roadway (one
through lane in each direction) with a daily traffic volume of approximately 20,200 vehicles. This project
would widen the roadway to provide two through lanes in each direction, separated by a raised median
to ensure safety for all roadway users. The grant award also supports the addition of a six-foot sidewalk
with Americans with Disabilities Act-compliant features to both sides of Miller Road. This stretch of road
work is approximately one mile. 
At a previous Council Meeting, the Council authorized a contract to temporarily widen Miller Road to four
lanes. This interim measure will remain in effect until the PMO completes the comprehensive design for
Miller Road and finalizes the associated right-of-way acquisition.  Both the design and right-of-way
acquisition are currently scheduled in the City's Five-Year Capital Improvement Plan. 
The current item before the City Council is for the approval of the grant monies. There is no MAG grant
award contract.  The award-notification email from Patrick Stone, Maricopa Association of Governments
(MAG), constitutes the official approval of the grant award funding.  MAG will enter into an
Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT).  ADOT then
will enter into an IGA with the City of Buckeye.  City staff anticipates it will be some time before it

receives the ADOT IGA.  Buckeye's match of $2,845,386.00 will be payable in full to ADOT at the
beginning of the construction, estimated to be in Fiscal Year 2028. Once the ADOT IGA is received, the
PMO will present to the City Council for approval.
BENEFITS:
The objective is to expand and enhance the capacity of Miller Road from Broadway Road to Lower
Buckeye Road, while improving safety. The road is currently operating at or in excess of its full capacity.
Widening the road and adding additional traffic lanes will increase its capacity. All roadway users will
benefit from the proposed roadway improvements through the doubled capacity of Miller Road in this
section. A raised median and six-foot sidewalk will be constructed to ensure the safety of all roadway
users, including individuals with disabilities. The project will support economic competitiveness and
growth in the surrounding area by providing increased capacity and access to new developments, such
as the area at the southeast quadrant of Miller Road and Interstate 10, and the northeast quadrant of
Miller Road and Broadway Road. 
FUTURE ACTION:
Based on current construction estimates, any future widening of Miller Road beyond the approved scope
may require funding through subsequent General Obligation Bond issuances. Long-term maintenance of
the roadway will be supported by allocations from the City's Streets Fund.  Additionally, an IGA between
ADOT and the City of Buckeye will be presented to City Council for approval.
FINANCIAL IMPACT STATEMENT:
The Arterial Widening Grant Program portion is $6,639,234.00. There is a $2,845,386.00 match required
for this grant which will come from the five-year General Obligation Bond plan; total project cost is
estimated at $9,484,620.00. The General Obligation Bond for Miller Road widening is budgeted in Fiscal
Year 2026 for $2,000,000.00 (planning and design) and Fiscal Year 2027 for $1,500,000.00 (land).
However, these budgeted amounts will be able to be carried forward to Fiscal Year 2028, in which it is
anticipated that the City will be required to fund the match.
CURRENT FISCAL YEAR TOTAL COST:
Nothing is expected to be expended in Fiscal Year 2026. The project is estimated to commence by
Fiscal Year 2028. The grantor (MAG) has expressed its desire to accommodate Buckeye's construction
and funding schedule. The total Fiscal Year 2028 cost is estimated at $9,484,620.00, with $6,639,234.00
to be funded by MAG directly to ADOT, which will be administering and managing this project to its
completion. The General Obligation Bond for Miller Road widening is budgeted in Fiscal Year 2026 for
$2,000,000.00 and Fiscal Year 2027 for $1,500,000.00. However, these budgeted amounts will be able
to be carried forward to Fiscal Year 2028 in which it is anticipated that Buckeye will be required to fund
the match. Buckeye's match of $2,845,386.00 will be payable in full to ADOT at the beginning of the
construction, estimated to be in Fiscal Year 2028.
