Council to take action to ratify and approve the submission of the Fiscal Year 2024 Federal Emergency
Management Agency (FEMA) Fire Prevention and Safety (FP&S) Grant application for the acquisition
and installation of 300 locking fire department connection caps and 60 locking standpipe caps in the total
amount of $187,911.60, constituting $178,963.42 from FEMA/FP&S and a City of Buckeye matching
requirement of $8,948.18 over a one-year period from the date of a fully executed grant agreement; and
authorize the Mayor, the City Manager, the City Attorney, and the City Clerk to take the steps necessary
to submit the FEMA/FP&S Grant application on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Fire-Medical-Rescue Department seeks proactive fire safety measures within Buckeye
through a grant application, which requests funding to support the acquisition and installation of 300
locking fire department connection caps and 60 locking standpipe caps, which will accommodate
approximately 150 buildings in Buckeye. Fire department connections and standpipes afford fire
personnel a water flow access point to assist with the suppression of a structural fire. Current standpipe
and fire department connection covers do not lock and are typically made of plastic or thin metal, making
them vulnerable to weather or vandalism. The locking caps utilize a mechanism common to fire
departments that requires a specific wrench to unlock. Unprotected standpipes result in foreign objects
and debris being placed into the standpipe and blocking water flow. Clogged standpipes and fire
department connections require time and effort to clear, causing a delay in fire suppression and potential
loss of life and property. The locking caps ensure an easy-to-use, risk-reducing, common operating
platform. 
BENEFITS:
The installation of the proposed locking caps will mitigate the issue of fire department connection and
standpipe security and cover removal. Locking caps may eliminate foreign debris in the standpipe that
clogs the system. Locking caps discourage thieves who steal non-locking caps for their scrap metal
value. The locking caps support the Buckeye Fire-Medical-Rescue Department's goal of strengthening
community preparedness and resilience. 
FUTURE ACTION:
If awarded, the award agreement will be presented to Council for approval. After the grant funding has
been exhausted, any additional locking fire department connection cap and locking standpipe cap needs
and/or maintenance will be funded by the Fire Department's General Fund account. If available, the
Grants Team will pursue other potential grant funding opportunities to fund additional locking caps.
Regarding new builds or future existing building needs, property owners will be required to purchase
these locking caps.

FINANCIAL IMPACT STATEMENT:
The grant request amount is $178,963.42 with a City of Buckeye matching requirement of $8,948.18.
The total project cost is $187,911.60 over a one-year period.
CURRENT FISCAL YEAR TOTAL COST:
If awarded, $187,911.60 is expected to be expended in Fiscal Year 2026 with a $178,963.42
reimbursable based on the grant budget.
