Federal Emergency Management Agency – FY 2024 Fire Prevention and Safety Grant Application – Summary

Project Description:   
 The Buckeye Fire-Medical-Rescue Department seeks proactive fire safety measures within Buckeye through 
a grant application, which requests funding to support the acquisition and installation of 300 locking fire 
department connection caps and 60 locking standpipe caps, which will accommodate approximately 150 
buildings in Buckeye. Fire department connections and standpipes afford fire personnel a water flow access 
point to assist with the suppression of a structural fire. Current standpipe and fire department connection 
covers do not lock and are typically made of plastic or thin metal, making them vulnerable to weather or 
vandalism. The locking caps utilize a mechanism common to fire departments that requires a specific 
wrench to unlock. Unprotected standpipes result in foreign objects and debris being placed into the 
standpipe and blocking water flow. Clogged standpipes and fire department connections require time and 
effort to clear, causing a delay in fire suppression and potential loss of life and property. The locking caps 
ensure an easy-to-use, risk-reducing, common operating platform.  
 
Project Cost: 
 $ 187,911.60 ($178,963.42 reimbursable based on budget, over a 1-year period) 
 
Required Match: 
 $ 8,948.18 (over a 1-year period)

Plans Once Grant Expires:  
 
If awarded, the award agreement will be presented to Council for approval. After the grant funding has 
been exhausted, any additional locking fire department connection cap and locking standpipe cap needs 
and/or maintenance will be funded by the Fire Department’s General Fund account. If available, the 
Grants Team will pursue other potential grant funding opportunities to fund additional locking caps. 
Regarding new builds or future existing building needs, property owners will be required to purchase 
these locking caps. 
Objectives and Expected Outcomes:  
 
The installation of the proposed locking caps will mitigate the issue of fire department connection and 
standpipe security and cover removal. Locking caps may eliminate foreign debris in the standpipe that 
clogs the system. Locking caps discourage thieves who steal non-locking caps for their scrap metal value. 
The locking caps support the Buckeye Fire-Medical-Rescue Department’s goal of strengthening 
community preparedness and resilience.
