Council to take action to ratify and approve the submission of a $930,068.00 grant application for the
Fiscal Year 2025 Community Oriented Policing Services Grant through the Department of Justice for the
hiring of new career law enforcement officers dedicated to creating a human trafficking, domestic
violence, and sexual assault team to increase common sense community policing capacity, in the
amount of $500,000.00, with a City of Buckeye matching requirement of $430,068.00 over a three-year
period from the date of a fully executed grant agreement; and authorize the Mayor, the City Manager, the
City Attorney, and the City Clerk to take the steps necessary in connection with the submission of the
Grant application on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Police Department seeks to improve safety within Buckeye through a grant application
which requests funding to support the addition of four new law enforcement officers in an effort to
increase their common-sense community policing capacity and crime prevention efforts. The new officers
requested in this grant application are in addition to the current budgeted level of sworn officer positions.
Anticipated outcomes of an awarded grant include reductions in domestic violence, human trafficking,
and sexual assault through investigations, interdiction, and arrests. If awarded, the grant will cover a
portion of four law enforcement officers' salaries and benefits over a three-year period. After the three-
year grant period is complete, the law enforcement officers are required to remain with the Buckeye
Police Department for 12 months. Thereafter, the City of Buckeye may retain, reduce, or eliminate the
positions. 
BENEFITS:
The BPD is requesting grant funding for four officers to establish a team focused on community
engagement and empowerment, forensic research, technical analysis and assistance, preventive
education, and investigative work product and follow-up. The team will strive to coordinate a network of
complementary organizations that often work independently of each other. These officers will identify,
contact, and coordinate a joint effort of community resources to reduce domestic violence concerns,
sexual assault, and human trafficking. These officers will be selected on their ability to communicate
effectively with community groups, implement community problem-solving programs, implement digital
forensic analysis, and conduct effective criminal intelligence.
FUTURE ACTION:
If awarded, the award agreement will be presented to Council for approval. After the grant's three-year
funding for the four law enforcement officers has been exhausted, Buckeye will be required to retain the
law enforcement officers through the General Fund budget for a 12-month period. If available, the Grants
Team will pursue other potential grant funding opportunities to fund these positions. The City of Buckeye
will also have the option to reduce or eliminate the positions.

FINANCIAL IMPACT STATEMENT:
The maximum grant request amount is $500,000.00 with a City of Buckeye matching requirement of
$430,068.00. The total project cost is $930,068.00 over a three-year period.
CURRENT FISCAL YEAR TOTAL COST:
Nothing is expected to be expended in Fiscal Year 2026. If awarded, the cost for each of the three fiscal
years thereafter is anticipated to average $310,022.67, of which $167,000 will be grant funded.
