THIS AMENDMENT dated this 1st day of July 2025, amends the following items 
of the Transit Services Agreement Contract #109-75-2025 entered into between the City of 
Buckeye and the Regional Public Transportation Authority, dated July 1, 2020, as amended July 1, 
2021, July 1, 2022, July 1, 2023, and July 1, 2024.  
 
 
The following Schedules replace and supersede those Schedules of the Agreement entered 
into July 1, 2024. 
 
The attached Schedule A replaces and supersedes Schedule A entered into July 1, 2024. 
The attached Schedule B replaces and supersedes Schedule B entered into July 1, 2024. 
 
All other terms of the Parties Transit Services Agreement dated July 1, 2020 remain  
 
unchanged and in full force and effect.

SCHEDULE “B” - CITY FUNDED FIXED ROUTE BUS SERVICE COST ESTIMATE 
 
 
For the period from July 1, 2025 through June 30, 2026, the City of Buckeye will pay the 
Regional Public Transportation Authority a total of $30,721.00 for the provision of fixed route 
bus services. This payment will be broken into monthly installments of $2,560.08, which shall be 
due and payable within thirty (30) calendar days of the receipt of an invoice from RPTA. IGA 
billings will be processed for the full fiscal year based on the above referenced installments. A 
final invoice will occur once the final recon has been completed after our year end close. This 
final invoice and payment may be adjusted based on the extent to which the actual cost of service

EXHIBIT A 
 
SCOPE OF SERVICES TO BE PROVIDED BY RPTA 
 
 
1. 
RPTA agrees to operate bus service directly or through contractors for the City of 
Buckeye. The Service Route (Route 685) commence on July 1, 2025 and end at June 30, 
2026, with stops at the following locations:  
 
            Buckeye Community Center (201 E. Centre Avenue) 
            Estrella Mountain Community College 
Yuma Road, East of Watson Road, and Yuma Road, West of Watson Road 
Coyote Branch Library (21699 W. Yuma Road) 
 
Additional stops may be added if agreed to by both parties. 
 
The service also provides “Flex Stop” service where an individual may request being picked up 
and/or dropped off at a safe location where a regular designated bus stop does not exist that is 
within three-quarters of a mile of the regular published route. Flex stops must be requested in one 
business day in advance.

2. 
Vehicle Insurance 
 
A. 
RPTA will be responsible for the insurance through the contractor for vehicles used 
in passenger service to support Route 685. 
 
 
B. 
The insurance for the vehicle(s) shall list the CITY as an additional insured. 
 
 
C. 
Section 8 outlines insurance requirements. 
 
3. 
Fuel 
 
A. 
RPTA or its contractor(s) shall be solely responsible for the fueling of any bus used 
to transport passengers as part of the scheduled Route 685 short trip service. 
 
B. 
Designated fuel cards and fueler identification numbers will be provided to the 
CITY by RPTA. Only fuel purchased using designated fuel cards will be subsidized by 
RPTA. 
 
4. 
Reporting of Defects 
 
A. 
RPTA will manage vehicle pre-trip, relief, and post-trip inspections electronically 
through the provided ZONAR system.  
 
B. 
Prior to operating any vehicle in service on Route 685, a pre-trip inspection must 
be conducted and an Electronic Vehicle Inspection Report (EVIR) will be generated in the 
ZONAR system. 
 
C. 
If an operator relief is made in route, a relief inspection must be conducted and an 
Electronic Vehicle Inspection Report (EVIR) will be generated in the ZONAR system. 
 
D. 
Prior to parking the vehicle at the end of the service day, a post-trip inspection must 
be conducted and an Electronic Vehicle Inspection Report (EVIR) will be generated in the 
ZONAR system. 
 
E. 
All defects reported during the EVIR process will be automatically uploaded into 
the ZONAR online database and will be accessible by any vehicle maintenance 
administrator, as requested by the CITY. If requested, email alerts will be configured. 
 
F. 
If a vehicle is determined to have safety-related defects and is placed “Out of 
Service” by an operator during inspection, the appropriate assessment and/or repairs must 
be made prior to the vehicle being released back into service. No vehicle may be operated 
in service on Route 685 with any outstanding out-of-service defects. 
 
G. 
RPTA will be responsible for providing the City access to the ZONAR system, as 
well as any necessary training.

H. 
For any in-service failures that require immediate attention for continued safe 
operation of the vehicle, RPTA or its contractor(s) shall contact the CITY’s Fleet 
Maintenance facility at the number provided by the CITY. 
 
I. 
For any in-service failures that require the vehicle to be towed, RPTA or its 
contractor(s) will be responsible for the towing of the vehicle from the location of failure 
to the CITY’s Fleet Maintenance facility. 
 
J. 
For scheduled and unscheduled maintenance activities, RPTA or its contractor(s) 
will be responsible to ensure the vehicle is present at the CITY’s Fleet Maintenance facility. 
 
5. 
Vehicle and Site Access 
 
A. 
The CITY will be responsible for the provision of keys to RPTA for both yard and 
CITY-owned vehicle access by RPTA or its contractor(s). Four sets of keys will be 
provided. RPTA will sign for keys and will maintain responsibility for keys while in 
possession of RPTA. Lost keys will be reported to the CITY immediately. 
 
6. 
Vehicle 
 
A.        RPTA shall provide one (1) vehicle for service:

B. 
RPTA will maintain ownership of the vehicle, and any maintenance, preventative 
or unscheduled, will be performed by the CITY.

ZONAR electronic vehicle inspection reports for the vehicle will be available to 
the CITY’s maintenance staff. 
 
D. 
The vehicle shall be maintained in a ready state such that it shall be available to 
support Route 685 service at all times and may not be used for any purpose other than the 
operational support of Route 685. 
 
E. 
When not in use, the vehicle will be stored at the CITY’s Fleet Maintenance facility. 
 
F. 
RPTA will provide two sets of keys to the CITY for the vehicle.

7.  
Auxiliary Equipment 
 
A. 
Any vehicle used to provide passenger service on Route 685 service will be 
outfitted with a Diamond fare box for the purpose of collecting and securing passenger 
fares. 
 
B. 
Any vehicle used to provide passenger service on Route 685 service will be 
outfitted with a ZONAR GPS and electronic inspection system for the purpose of reporting 
defects found during inspection and to monitor vehicle location. 
 
C. 
RPTA will purchase three (3) new tires and rims through the CITY. The tires will 
be mounted and ready for use at any time in an emergency and will be stored at the CITY’s 
Fleet Management yard. 
 
D. 
Any necessary modifications made to CITY-owned vehicles by RPTA shall be 
reasonably reversed to ensure the vehicle remains in serviceable condition following the 
relief of any Route 685 related duties.

EXHIBIT B 
 
PROVISION OF A VEHICLE, MAINTENANCE AND RELATED REPAIR SERVICES 
TO BE PERFORMED BY CITY OF BUCKEYE 
 
1. 
Lease of Bus 
 
 
The CITY hereby agrees to lease a bus for bus services under this Agreement for $1.00 per 
year. The term of the lease for the bus shall be coterminous with the term of this Agreement and 
upon termination of this Agreement, the lease of the bus shall terminate. Upon expiration of the 
lease, the bus shall be returned to the CITY and the CITY shall maintain title to the bus. 
 
2. 
General Fleet Management Services: 
 
 
Administrative services related to the administration of this Agreement shall be billed at 
the rate of $78.00 per hour unless a lump sum cost for these services is negotiated and mutually 
agreed upon in lieu of an hourly charge 
 
3. 
Fixed General Fleet Maintenance and Repair Rates: 
 
 
Itemized below are the fixed labor rates (charge out rates) and labor times for each type of 
Fleet Maintenance activity available for vehicles and equipment. The cost of parts is not included 
in the fixed rates listed below.  
 
 
A. 
LABOR RATES  
 
1. 
Vehicle PM/Safety Inspection (PMI) Rate:  $82.92 per Labor Hour: See 
fixed labor times. 
 
2. 
Vehicle Repair Rate:  $82.92 per Labor Hour - for Repair Services on 
Vehicles (1 ton or less). 
 
3. 
Large Vehicle and Equipment PM/Repair Rate:  $82.92 per Labor Hour for 
Preventative Maintenance Services/Repairs on Equipment and Vehicles 
larger than 1 ton. 
 
4. 
Labor Rates for Diagnostic Services & Major Repair Estimates:  Diagnostic 
services, including major repair estimates, will be billed at $82.92 per Labor 
Hour.

B.  FIXED LABOR RATES 
 
 
1. 
Fixed labor times for all repairs shall be based on a Factory-Correct 
Automotive Repair Program, such as, All Data and Fleet Baseline 
Information. 
 
2. 
“Fixed Labor Times” for Preventative Maintenance/Safety Inspection 
(PMI)  
 
a. 
Schedule “A” PM Service (5,000 miles): 1.0 Labor Hour maximum 
@ $82.92 per hour. 
 
b.  
Schedule “B2” PM Service (30,000 miles): 2.0 Labor Hours 
maximum @ $82.92 per hour. 
 
c. 
Schedule “C” PM Service (60,000 miles): 3.0 Labor Hours 
maximum @ $82.92 per hour. 
 
 
C. 
ADDITIONAL CHARGES 
 
 
 
1. 
Parts Markup: 
 
All parts will be priced at the state contract price or actual purchase price 
plus 15% markup and sales tax. 
 
 
 
2. 
Environmental Disposal Charge: 
 
At this time there will be no Environmental Disposal Fee (this is subject to 
change during the term of this Agreement in which case RPTA will be 
required to pay the CITY for any disposal fee). 
 
 
 
3. 
On-Call After Hours: 
 
On-Call after hours (overtime) will be charged out when a technician is 
called out for an emergency after our normal day/hours of operation which 
is Monday to Thursday 5AM to 6PM. The rate will be time and one half 
($124.38) per hour with a minimum call out time of two (2) hours. 
 
4. 
Outside Vendor Services: 
 
 
If, in the discretion of the City, a repair is outside the abilities of the City Public Works 
Department Fleet Division capabilities, and the repair must be subcontracted with a commercial 
repair facility, the cost of these repairs will be presented for reimbursement by RPTA at invoice.

5. 
Repair Authorization Limits: 
 
 
City of Buckeye Fleet Management will not be required to obtain Repair Authorizations 
for vehicle repairs under $1,000 (aggregate total) on vehicles under 5 years old and/or 100,000 
miles unless those repairs encompass a major assembly replacement. 
 
6. 
Warranty: 
 
A. 
To the extent applicable, the CITY will use the vendor provided warranty for all 
repairs/parts covered under factory warranty. 
 
B. 
Shop repairs will be warranted from defects in labor for a period of six months from 
the date of initial repair. 
 
C. 
Premature failure of parts will be warranted by vendors. Type and length of 
warranties differ per vendor and part. In the event parts are not warranted by 
vendors, RPTA shall be responsible for paying for replacement parts. 
 
7. 
Damage: 
 
 
CITY shall be responsible for any damage to the bus.  Damage is considered to be any 
property damage to the bus, normal wear, and tear to be excepted.
