Request
• Minor General Plan Amendment revising the definition of the 
Employment land use designation to allow for future 
consideration of limited residential uses in large-scale 
(1,280+ acres) Employment-designated PADs/CMPs 
• Would require zoning documents include criteria to:
• Ensure residential is not a primary land use
• Ensure residential uses will not occur adjacent to 
heavy industrial uses
• Ensure potential impacts are mitigated through 
design standards
• Future approval of those PADs/CMPs remains discretionary
• This GPA will not change underlying zoning; future zoning 
approvals required if residential is desired in an 
existing Employment CMP/PAD

Proposed Amendment Language
• Adds the following text to the existing 
Employment definition: 
In a Community Master Plan (CMP) or Planned Area Development (PAD) 1,280 acres in 
area or larger, residential uses may be integrated into the overall master plan, but 
shall not be the predominant land use and are subject to the discretionary approval 
of the City Council. Where industrial land uses are proposed adjacent to single-
family residential uses within a CMP or PAD, the CMP/PAD must establish substantial 
setbacks, well-designed buffers, design standards, and building size limitations to 
mitigate potential impacts such as undesirable views, noise, outdoor storage, and 
lighting. Strong pedestrian connections between residential and non-residential uses 
must be provided, where appropriate. Employment Transition Area guidelines (see 
below) shall also apply to the development of industrial uses in proximity to planned 
or existing residential uses within the CMP/PAD. 
Under no circumstances may a CMP or PAD establish allowances for residential uses 
adjacent to heavy industrial uses.

Analysis
• Promotes a self-sustaining community by providing for jobs and homes in 
proximity to one another
• Ensures employment-generating uses will remain the dominant land use in 
large Employment designated CMPs/PADs
• If residential uses are proposed in a CMP/PAD, requires zoning 
documents to address potential areas of incompatibility between 
industrial and residential uses through buffering, setbacks, building 
size restrictions and the like – building upon the 2022 establishment 
of ETA guidelines
• Future approvals at the full discretion of City Council
• P&Z recommendation of approval, 7-0, on August 12th
• No public feedback received
