Presentation and discussion regarding the Airport Master Plan recommendations, revised Airport Layout
Plan, and Long-Range Airport Development Plan. (Approximate time: 45 minutes)
SUMMARY
PROJECT DESCRIPTION:
The Airport Master Plan (AMP) is a comprehensive 20-year development plan that meets the Airport's
unique goals, objectives and complies with all relevant Federal Aviation Administration (FAA)
requirements. The AMP addresses the Airport's operational, maintenance and improvement
considerations, development priorities, natural environment and land use compatibility and factors
related to proper financial management to meet operational and capital improvement fiscal goals. The
AMP also includes the Long-Range Airport Development Plan (LRADP). That plan consists of a
sequence of analyses that established a framework for long-range, ultimate airport development, well
beyond the 20-year planning period of the AMP. The LRADP consists of a long-range vision, long-range
demand scenarios, identification of long-range facility requirements, evaluation of alternative concepts
for long-range development, identification of a long-range implementation plan, and development of a
long-range airport development plan set.
BENEFITS:
The completion of an AMP is necessary for the development and ultimately the approval by the FAA of
an updated Airport Layout Plan (ALP). The ALP is used to identify all of the anticipated projects for the
20-year planning period. In most cases, projects identified on the ALP can be eligible for grant funding
from both the FAA and the Arizona Department of Transportation (ADOT). This eligibility is crucial to the
funding of future capital improvement projects included on the ALP.
FUTURE ACTION:
At a subsequent Council meeting, Council will be requested to take a formal action to submit the Airport
Layout Plan to the Federal Aviation Administration for formal approval. 
FINANCIAL IMPACT STATEMENT:
No financial impacts associated with reviewing the Airport Master Plan recommendations. Future
recommended capital improvement will go through the normal budgeting and procurement processes.
CURRENT FISCAL YEAR TOTAL COST:
This is an ongoing project that has been budgeted for several years. It is anticipated that the project final
payments will be completed this fiscal year.
