Call to Order/Roll Call  
Chair Subjack called the meeting to order at 6:00 p.m.  
 
Members Present:

Approval of Minutes from the August 14, 2025 “2025 Citizen Water and Wastewater Rate 
Committee” Meeting 
A motion was made by Member Hammond and seconded by Member Morris to approve the 
minutes as presented. Approval 6-0. Motion carried.

Utility Rate Structures 
Staff Liaison: Terry Lowe, Water Resources Director 
 
Mr. Lowe delivered the Utility Rate Structures presentation including a short recap of the previous 
meeting, follow-up items, the history of rates and rates structures, public vs. private utilities, and an 
extensive examination of different rate cycles, rate structures, and rates. The presentation 
concluded with an open discussion topic regarding the pros and cons of maintaining a single 
service rate or breaking the city into two or more service rates. General discussion was held 
regarding the differences between public and private utility companies, and using rates to 
encourage conservation.  
 
Chair Subjack called for a 10 minute recess at 6:40 p.m. 
 
Chair Subjack called the meeting back to order at 6:50 p.m.
