 REGULAR MEETING MINUTES 
AUGUST 12, 2025

1. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL 
Chairperson Ted Burton called the meeting to order at 6:00 p.m. 
 
Members present:  Chair Ted Burton, Commissioner Gina Ragsdale, Commissioner Deanna Kupcik, 
Vice Chair Anthony DiMascio, Commissioner Donald Bassler, Alternate Charles 
Hester seated for District 6, Alternate Les Manuel seated for District 1, Alternate 
Douglas McDonald participated virtually. 
 
Members absent:   Commissioner Rebecca Puppe, Commissioner Sebastian Trupiano, Alternate Ryan 
Belshee. 
 
Staff present:  
Planning Manager Ken Galica, Planning Intern Bailey Pechinski, Assistant City 
Attorney Tosca Henry, Management Assistant Keri Hernandez, Principal Planner 
Mandy Woods, Senior Planner Joseph Mueller. 
 
 
2. MINUTES 
2A. APPROVAL OF MINUTES FROM THE JUNE 10, 2025 PLANNING AND ZONING 
COMMISSSION REGULAR MEETING. 
A motion was made by Commissioner Kupcik and seconded by Commissioner Bassler to approve 
minutes as presented. Approval 7-0. Motion carried. 
 
 
3. REGULAR AGENDA 
3A. EMPLOYMENT LAND USE DEFINITION – MINOR GENERAL PLAN AMENDMENT PLZU-25-
0004 
Planning Manager Ken Galica presented and was available to answer questions from the Commission. 
Alternate Manuel asked if existing Community Master Plans (CMP) would be able to make changes 
reflected in the presented amendment. Mr. Galica informed the Commission that applicants will be able 
to propose an amendment to their CMP and proceed through the approval process. 
A public hearing opened at 6:10 p.m. 
With there being no comments from the public, the public hearing closed at 6:10 p.m. 
A motion was made by Alternate Manuel and seconded by Commissioner Ragsdale to recommend 
approval to Council as presented. Approval 7-0. Motion carried. 
 
 
3B. GRAND VIEW ARIZONA – REZONE TO COMMUNITY MASTER PLAN – PLZZ-23-00016 
Planning Manager Ken Galica informed the Commission that the applicant has requested a 
continuance to the October 28, 2025 Planning and Zoning Commission regular meeting. 
A motion was made by Alternate Manuel and seconded by Commissioner Kupcik to continue date 
certain. Approval 6-1, Commissioner Hester opposed. Motion carried.

3C. THE MIX ON ROOSEVELT – COMPREHENSIVE SIGN PLAN (CSP) – PLZSP-25-0013 
Planning Intern Bailey Pechinski presented and was available to answer questions from the 
Commission. 
A motion was made by Commissioner Ragsdale and seconded by Commissioner Bassler to approve 
with conditions ‘a-c’ as presented. Approved 7-0. Motion carried. 
 
 
4. COMMENTS FROM THE PUBLIC 
None. 
 
 
5. PLANNING MANAGER REPORT AND SUMMARY OF CURRENT EVENTS 
Mr. Galica introduced Bailey Pechinski, Planning Intern, and Joseph Mueller, Senior Planner. 
 
 
6. PLANNING AND ZONING COMMISSION SUMMARY OF CURRENT EVENTS 
Commissioner Kupcik announced that dove hunting season begins on September 1 and extends 
through September 15. Ms. Kupcik stated that the event will begin at Robins Butte and continue to the 
Tack Room for brunch; more information can be obtained via the Chamber of Commerce website. 
 
 
7. ADJOURNMENT 
With there being no further business, Chair Burton adjourned the meeting at 6:24 p.m.
