Council to take action on Ordinance No. 26-25 approving the transfer of certain rights-of-way and
roadways generally located along Roosevelt Street between Jackrabbit Trail and 194th Avenue.
SUMMARY
PROJECT DESCRIPTION:
This is an acquisition of a roadway segment currently located within Maricopa County's jurisdiction,
namely Roosevelt Street lying east of Jackrabbit Trail and west of 194th Avenue. The acquisition will
allow completion of the necessary roadway and infrastructure improvements related to a city
development project.  Specifically with regard to a roadway, A.R.S. Section 9-471(O) allows for an
administrative annexation procedure by mutual consent of the respective governing bodies of the county
and city or town, if (i) the property transferred is adjacent to the receiving city or town and (ii) each
governing body approves the proposed transfer as a published agenda item at a regular public meeting
of their governing bodies.  This is an abbreviated annexation process.
BENEFITS:
This administrative annexation and construction of street improvements by the developer will improve
traffic circulation in the vicinity of the project site. Also, annexing this area will avoid any challenges for
the City concerning the review of submittals and construction of this corridor.
FUTURE ACTION:
Upon approval by the Maricopa County Board of Supervisors, the roadway will be treated by the City as
newly annexed territory, and the Ordinance with legal descriptions will be recorded with the Maricopa
County Recorder's Office.
