Request 
 
This request is for Final Plat Review to create a commercial parcel (Parcel 1) and a second parcel 
(Parcel 2) for future development or subdivision, as well as dedicate rights-of-way and easements 
needed for future development of both parcels.  The creation of Parcel 1, its fronting rights-of-
way, and easements will allow for the development of a new, Class-A, 2-building, self-storage 
facility and associated improvements within the Encanto 38 Planned Area Development (PAD).    
 
Project Description 
 
The Encanto Final Plat covers a 39.936-acre property located at the northeast corner of 195th 
Avenue and Monte Vista Road in Buckeye, Arizona. The Property is located in the north half of 
the southwest quarter of Section 33, Township 2 North, Range 2 West of the Gila and Salt River 
Meridian, Maricopa County, Arizona.  The Property is zoned PAD, specifically the Encanto 38 PAD 
assigns an underlying zoning designation of Community Commercial (C-2) for the Property while 
the remainder of the PAD to the east is designated as Single-Family (SF-6).  The 39.936-acre 
property was recently annexed into the City per Ordinance No. 09-22 and rezoned to Planned 
Area Development (PAD) per Ordinance No. 10-22.  The current condition of the site is an 
undisturbed native desert. The Project is bounded by a rural residential neighborhood to the 
north and 191st Avenue to the east, Monte Vista Road to the south, and Jackrabbit Trail to the 
west. The current general plan designation is Neighborhood, as seen in Figure 2.  Neighborhood 
is designated by yellow hatching and the Project is outlined in blue. 
 
The Encanto Final Plat consists of 2 parcels, Parcel 1 being the commercial parcel for Encanto 
Storage (The Project) and Parcel 2 for future development or subdivision.  Construction drawings 
for the Class-A, 2-building, self-storage facility and associated improvements within Parcel 1 are 
currently under review by City of Buckeye Engineering Staff.  Parcel 2, previously in review as a 
residential subdivision known as Encanto 38, has stalled due to restrictions on ground water 
usage.  The Encanto Final Plat creates Parcel 2 and its fronting rights-of-way for future 
development or subdivision. 
 
The Project is roughly 5-gross acres (3.77 net) of vacant land located at the northeast corner of 
Jackrabbit Trail and Monte Vista Road.  The Project has been approved by the City as Preliminary 
Plat Case PLZSP-23-00011.  
Access to The Project is provided from the south, off of Monte Vista Road through a new access 
drive.  Guest parking spaces and the office are located in this area, in front of the gated entrance 
to the storage area.  Access into the remainder of the site is for existing clients only through the 
gated entrance.  A covered loading space area is provided to access the internal units of the front 
building and both buildings feature exterior roll-up doors with direct access to units.  A 
secondary, emergency-only access drive occurs at the northwest corner of the site and links to 
Jackrabbit Trail.  City of Buckeye standards are utilized for Jackrabbit Trail as part of the Buckeye 
street network.  Monte Vista Road is designed and is to be constructed to MCDOT standards as 
City of Buckeye Staff are planning the de-annexation of Monte Vista Road to Maricopa County 
around the timing of this project.

Stormwater runoff generated onsite and within the fronting rights-of-way, by the 100yr-2hr 
storm event, is stored in underground retention basins located onsite. The stormwater is 
conveyed to the retention basins through onsite and offsite catch basins.  Offsite flows impact 
the north side of The Project and are conveyed and released along the historic path. 
Wastewater Service is to be provided by the City of Buckeye.  Water Service is to be provided by 
Arizona Water Company.  Two connection points to the existing 12-inch waterline south of the 
project within Monte Vista Road are proposed.  An internal system of 8-inch lines is proposed to 
serve the project.  Compliance with the City of Buckeye’s fire looping requirements is required. 
 
The Project is within the City of Buckeye Fire-Medical-Rescue Department service area and will 
comply with all Fire Prevention Division requirements. Encanto 38 is within the City of Buckeye 
Police Department service area. The site is within the Litchfield Elementary School District and 
the Agua Fria Union High School District. 
 
It is acknowledged that this property will be part of Street Lighting Improvement District (SLID) 
SLID-2022-001, in accordance with Buckeye ordinances 43-05 and 42-06.  
 
Overall, The Project will add to the synergy of the surrounding parcels and future developments 
in this vicinity and the overall City of Buckeye.
