Council to take action on Change Order No. 1 to the Addendum to Agreement (Contract No. 32600017)
between the City of Buckeye, an Arizona municipal corporation, and Virtra, Inc., a Nevada corporation, to
approve incorporating Quote No. 00010594 into the initial agreement for a software service plan renewal
to the existing Virtra Training Simulator; and authorizing the City Manager to execute and deliver said
Change Order on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Police Department seeks to establish a change order to No. 332600017, with Virtra Inc. for
purchasing the software service plan renewal to the existing VirTra Training Simulator for Fiscal Year
2026. This contract will provide the renewal software and maintenance to the simulator, enabling the
department to virtually train for public interactions and critical incidents during police operations within
the City of Buckeye.
BENEFITS:
The use of the Virtra Training Simulator and  it's related accessories by the police department serves
multiple purposes, particularly in enhancing officer preparedness, decision-making, and community
safety. The 360° Immersion simulates highly realistic environments, improving situational awareness,
exposing officers to high-stress, and unpredictable encounters that mimic real-life threats, helping them
build emotional and psychological resilience.
FUTURE ACTION:
Buckeye Police Department will issue a purchase order using appropriated funds to procure the VirTra
Software Service Plan Renewal at the quoted amount.
FINANCIAL IMPACT STATEMENT:
The total cost for the purchase of the software service plan renewal to the existing Virtra Training
Simulator with Virtra Inc. is incorporated into the existing contract no. 332600017, the not to exceed
amount of the change order will be updated to $276,505.24, for Fiscal Year 2026. Funding for this
purchase is available and budgeted in the Police Department’s FY26 GL "Software Maintenance." This
investment includes software maintenance, support, remote assistance, upgrades and accessories.
