Council to take action on Change Order No. 1 to the Cooperative Contract Purchase Addendum (CCPA
Contract No. 2025033) between the City of Buckeye, an Arizona municipal corporation, and Universal
Protection Service, LP dba Universal Security Services, a California limited partnership, to increase the
Contract amount for the purchase of contracted armed and unarmed security services; and authorizing
the City Manager to execute and deliver said Change Order on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The Police Department seeks to establish a Change Order to Contract No. 2025033, with Universal
Protection Service, LP DBA Universal Security Services for Fiscal Year 2026. This contract will provide
the increased funding to maintain the yearly payment for contracted armed and unarmed security
services, enabling the department to further secure the offices and staff within the City of Buckeye.
BENEFITS:
The use of contracted armed and unarmed security services by Buckeye Police Department offers the
city increased coverage and presence. Security personnel supplement the police force, allowing officers
to focus on high-priority or specialized tasks. Uniformed security, especially in public spaces like parks,
transit stations, or government buildings, can deter low-level crimes or disorderly conduct. Using the
security service for non-critical duties reduces overall public safety expenses and may reduce officer
overtime and fatigue.
FUTURE ACTION:
Buckeye Police Department will issue a purchase order using appropriated funds to procure the
additional services through FY26.
FINANCIAL IMPACT STATEMENT:
The total cost for the armed and unarmed contracted services is $350,000.00 for FY26. Funding for this
purchase is available and budgeted in the Police Department’s FY26 general ledger (GL), "Security
Services." This continued investment is for contracted armed and unarmed security services for the City
of Buckeye.
