ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on the Professional Services Agreement (Contract No. 32500094) between the
City of Buckeye, an Arizona municipal corporation, and Harrington Planning & Design, LLC (HD+P), an
Arizona limited liability company, related to the Capital Improvement Program (CIP) Project No. 109630,
Downtown Buckeye Improvement Program Utilities - Design Concept Report (DCR) in alignment with the
Downtown Buckeye Specific Area Plan (DSAP); and authorize the City Manager to execute and deliver
said Agreement on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The DCR will provide a strategic framework for revitalizing the downtown area through coordinated
infrastructure planning, urban design concepts, and community engagement. Developed in partnership
with HD+P and Dibble, the report will align with the DSAP, address utility and streetscape needs, and
deliver clear, phased recommendations for a vibrant, connected, and sustainable downtown.
BENEFITS:
The Downtown Buckeye DCR will provide a clear, coordinated vision for revitalizing the downtown area,
guiding infrastructure improvements, economic development, and community amenities. By aligning with
the Downtown Buckeye Specific Area Plan (also known as DSAP), incorporating stakeholder input, and
addressing utility and streetscape needs, the DCR will support phased, cost-effective investments that
enhance connectivity, sustainability, and the overall quality of life for residents and visitors.
FUTURE ACTION:
Future actions may include City Council consideration of design contracts, construction agreements, and
funding allocations for phased implementation of improvements identified in the DCR.
FINANCIAL IMPACT STATEMENT:
The Project is programmed in the Capital Improvement Program (CIP) under 50213170-543267 for
Fiscal Year (FY) 2026 as CIP Project No. 109630 Downtown Improvement Program Utilities - Design
Concept Report (DCR). The total cost of this Agreement is not-to-exceed (NTE) $600,000.00 with
$560,325.00 in contract to HD+P with $39,675.00 in owner’s contingency. 
CURRENT FISCAL YEAR TOTAL COST:
The Project is programmed in the CIP under 50213170-543267 for FY 26 as CIP project No. 109630
Downtown Improvement Program Utilities - Design Concept Report (DCR). The total cost of this
agreement is NTE $600,000.00 with $560,325.00 in contract to HD+P with $39,675.00 in owner’s
contingency.
