Annexation Page 2 of 4 PROJECT DESCRIPTION: 1. The property owner Win Oil Co., Inc., is requesting annexation of one parcel of land totaling 2.52 acres located at the northwest corner of E. Baseline Road and E. MC-85 on parcel 400-75-105K. 2. The blank petition for the proposed annexation was recorded on July 29, 2025. Per state law governing annexation, a public hearing providing any affected parties with an opportunity to comment on the request must be held at least 20, but no more than 30 days following recordation of the blank petition. The initial public hearing for this annexation was held on August 26, 2025, conforming to timing requirements established by Arizona Revised Statutes. AREA CONTEXT: 3. Table 1: Existing Land Use, General Plan Designation, and Zoning District: PUBLIC PARTICIPATION SUMMARY: 4. The applicant is required to provide notices at least six (6) days in advance of the public hearing and 15 days prior to the end of the waiting period and site postings at least six (6) days in advance of the public hearing, as required by the Arizona Revised Statutes (ARS §9‐471). All required notices and site postings have been completed in conformance to Arizona Revised Statutes and City Code. 5. The subject property is presently located in the jurisdiction of Maricopa County and zoned General Commercial (C-3). Upon adoption of an annexation ordinance, the parcel would be assigned City of Buckeye Regional Commercial (C-3) zoning, the district most closely aligned with the property’s current Maricopa County C-3 zoning designation. 7. The property currently features a general plan land use designation of Downtown Activity Center, which is intended to develop with a mix of uses complimentary to the Downtown Specific Area Plan. 8. The proposed annexation will allow for development in accordance with the permitted uses and development/design standards of the City of Buckeye C-3 zoning district. 9. The property will be eligible for City services such as police, fire, water and sewer. 10. The annexation proposal meets eligibility for size, dimension, and contiguity requirements for annexations as outlined in ARS § 9‐471. 11. The property is located within the Buckeye Union High School and Buckeye Elementary School Districts. The annexation should have no impact on either district. RECOMMENDATION: 12. The Mayor and City Council should conduct a public hearing and adopt Ordinance No. 25- 25, approving the annexation of approximately 2.52 acres located at the northwest corner of E. Baseline Road and E. MC-85. Staff recommends approval of the request for the following reasons: a. Furthers goals of the Buckeye General Plan. b. Conformance with the Buckeye Development Code. c. Development of the property will process through the City of Buckeye. d. No outstanding issues from reviewing departments.
