Call to Order/Roll Call  
Chair Subjack called the meeting to order at 6:00 p.m.

Approval of Minutes from the July 17, 2025 “2025 Citizen Water and Wastewater Rate 
Committee” Meeting 
A motion was made by Vice Chair Whitehead and seconded by Member Hammond to approve the 
minutes as presented. Approval 5-0. Motion carried.

Public Outreach Plan 
Staff Liaison: Terry Lowe, Water Resources Director 
 
A motion was made by Member Hammond and seconded by Vice Chair Whitehead to approve the 
Public Outreach Plan as presented. Approval 5-0. Motion carried.  
 
3.B 
Wastewater Utility Deep Dive Presentation 
Staff Liaison: Terry Lowe, Water Resources Director 
 
Mr. Lowe gave an overview of the presentation and introduced the department’s new Strategic Plan. 
The Wastewater Utility Deep Dive began with facts on the utility’s assets, staffing, makeup of the 
utility’s Business Units (Treatment, Collections, and Maintenance), as well as The Flow of Water for 
the utility. General discussion was held regarding the use of effluent and how recharge works
