Council to take action on the approval, acceptance, and execution of a grant award in the amount of
$48,500 from the Arizona Department of Game and Fish, Fiscal Year 2026 Shooting Range
Development Grant Program, which supports the enhancements and re-opening of the two archery
ranges at the Joe Foss Shooting Complex, with a City-required match of $48,500; authorize the City
Manager to execute and deliver the Grant Award Agreement on behalf of the City of Buckeye; and
authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to carry out the purpose and
intent of the Grant Award.
SUMMARY
PROJECT DESCRIPTION:
On January 7, 2025, the City of Buckeye and Maricopa County entered into an agreement that provides
for the management of the Joe Foss Shooting Complex by the City. The City of Buckeye Community
Services Department desires to facilitate archery by improving the archery areas to include a five-lane
varying distance two-dimensional target range and a 15-station three-dimensional course, both of which
do not currently functionally exist. The proposed project will also address parking access adjacent to the
courses, pathways, shooting station enhancements, a pergola, seating areas, picnic tables, signage, and
training equipment.
The City has budgeted a total amount not to exceed $150,000.00 for the proposed project, as follows:
$ 48,500.00 -- Grant funding from the Arizona Game and Fish Department;
$ 48,500.00 -- Required-match funds from the City;
$ 53,000.00 -- Non-match funds from the City.

BENEFITS:
The objective is to provide the community with a safe, secure, and encouraging facility for all to practice
and enjoy archery. This project will create the only publicly available archery course and range within the
City of Buckeye. The City of Buckeye anticipates partnerships with local schools such as the Buckeye
Union High School as they are an active participant in the National Archery in the Schools Program,
which hosts Tournament events. This new facility will allow competitive archers to practice and allow
Buckeye to host Tournament events. The proposed shade structures and seating areas will encourage
spectators to attend tournament events and practices. The proposed project will also support and
enhance the City of Buckeye Community Services Department's community programs. 
FUTURE ACTION:
After completion of the archery range improvements, no other capital expenditures are anticipated. Any

additional Joe Foss Shooting Range needs will come from the Community Services General Fund
account unless additional grant funding opportunities become available, in which the Grants Team will
pursue. The expected normal on-going maintenance costs will be funded from the General Fund as
operating costs.
FINANCIAL IMPACT STATEMENT:
The City has budgeted a total amount not to exceed $150,000.00 for the proposed project, as follows:
$ 48,500.00 -- Grant funding from the Arizona Game and Fish Department;
$ 48,500.00 -- Required-match funds from the City;
$ 53,000.00 -- Non-match funds from the City.

CURRENT FISCAL YEAR TOTAL COST:
This is budgeted in Fiscal Year 2026. The grant period of performance starts within Fiscal Year 2026.
Per the grant, all work must be completed by June 1, 2026, therefore, the total cost will fall entirely within
Fiscal Year 2026. After completion of the archery range improvements, no other capital expenditures are
anticipated.
The expected normal on-going maintenance costs will be funded from the General Fund as operating
costs.
