Council to take action on the approval, acceptance, and execution of a Contract for Services Award (No.
2026-11-BKY) between the City of Buckeye and Area Agency on Aging, Region One, Incorporated, for
Fiscal Year 2025-2026, related to the congregate and home-delivered meal programs, transportation and
multi-purpose operation for the City of Buckeye Senior Program; authorize the City Manager to sign the
Contract and related documents, including any amendments; and authorize and direct the Mayor, City
Manager, City Attorney, and City Clerk to carry out the purpose and intent of the Contract.
SUMMARY
PROJECT DESCRIPTION:
The City's Senior Program has been awarded funds from Area Agency on Aging, Region One, in the
amount of $360,000 to be used for providing core senior services. These services include congregate
and home-delivered meal programs, transportation services for seniors and disabled individuals, and
multipurpose center operations. The Senior Center offers meal programs to seniors, which include
congregate meals, which are served at the center, and home-delivered meals that are delivered directly
to homebound residents. In FY 25 over 30,000 meals were served, providing healthy and nutritious
meals to seniors. The Senior Center staff also provides transportation services to and from the center
and for medical appointments, such as dialysis. On average, a total of 4,000 rides are provided a year.
The Senior Center plays host to many programs that contribute to the quality of life for Buckeye seniors,
increasing socialization for a population that may have the tendency to become isolated. Fitness classes,
arts and crafts programs, and the always popular Bingo, help promote social engagement, enhance
independence, and improve quality of life. The $360,000 in funds from Area Agency on Aging offsets
costs of the City for staff and Senior Center operations. 
BENEFITS:
Approval of Contract No. 2026-11-BKY will secure funds from Area Agency on Aging, Region One for the
provision of congregate and home-delivered meals, transportation, and multipurpose center operations
services to Buckeye seniors, adults with disabilities, and low-income residents.

FINANCIAL IMPACT STATEMENT:
The City of Buckeye Senior Program has been awarded $360,000 by Area Agency on Aging, Region
One, to be utilized for seniors, low-income, and adults with disabilities services. The agreement requires
a 10% match by the City, which is fulfilled through the division's overall Area Agency on Aging budget of
$1,641,300. This award contributes to reduce the approved Fiscal Year 2026 budget by $360,000.

The current Fiscal Year 2026 budgeted cost for Senior Center operations is $1,641,300, which is
reduced to $1,281,300 by the Area Agency on Aging award of $360,000.
