Council to take action on the approval, acceptance, and execution of a Grant Award in the amount of
$8,000 from the State of Arizona Institute of Museum and Library Services under the 2025 Library
Services and Technology Act Grant, which will support the Buckeye Public Library's Virtual Reality
Learning and Exploration Program, with an in-kind match from the City of Buckeye in the amount of
$19,133.75; authorize the City Manager to execute grant agreement documents on behalf of the City of
Buckeye; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to carry out the
purpose and intent of the Grant Award.
SUMMARY
PROJECT DESCRIPTION:
The City of Buckeye's Community Services Department (CSD) seeks to develop and implement a Virtual
Reality Learning and Exploration Program for the Buckeye Public Library. The grant supports the
purchase of 10 Virtual Reality headsets, accessories, and various software programs to be available for
use by the public. The Virtual Reality headsets will facilitate creative and divergent learning in STEAM,
as well as workforce development, cultural exploration, and interactive entertainment. The grant covers a
12-month period of performance in which these items will be purchased. The in-kind match consists of
personnel costs that are already included in the Fiscal Year 2026 budget; therefore, Buckeye will not
expend any additional funds to execute this project.
BENEFITS:
The objective is to expand and enhance the Buckeye Public Library's program offerings to the public.
Community members of all ages will be able to benefit by gaining hands-on access to emerging
technology, enhanced digital literacy, and engaging in unique learning experiences. Virtual Reality
technology may also aid individuals who face difficulties learning through traditional methods. By
immersing the user into a virtual reality learning environment, the activities become more interactive,
leading to a potential increase in information retention. Additionally, Buckeye will not expend any
additional funds to execute this project.
FUTURE ACTION:
No future actions are anticipated; however, any additional Virtual Reality Learning and Exploration
Program funding needs will come from the CSD General Fund account unless additional grant funding
opportunities become available, in which case the Grants team will pursue.
FINANCIAL IMPACT STATEMENT:
The 2025 Library Services and Technology Act grant portion is $8,000. There is a $19,133.75 in-kind
match required for this grant. The in-kind match will be in the form of personnel costs that have already
been included in the approved Fiscal Year 2026 budget. The total cost of this project is $27,133.75.

CURRENT FISCAL YEAR TOTAL COST:
The total Fiscal Year 2026 cost is $27,133.75, with $8,000 reimbursable based on the budget. The in-
kind match of $19,133.75 will be in the form of personnel costs that have already been included in the
approved Fiscal Year 2026 budget. These figures have been included in the City of Buckeye's CSD
Fiscal Year 2026 budget; therefore, Buckeye will not expend any additional funds to execute this project.
