ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action to preauthorize the City Manager to execute contract amendments to the
Construction Manager at Risk Agreement up to the combined cost of a not to exceed amount of
$10,200,000  between the City of Buckeye, an Arizona municipal corporation, and Achen-Gardner
Construction, L.L.C., an Arizona limited liability company, related to Construction Manager at Risk
(CMAR) services for Capital Improvement Program (CIP) Project No. 101150, Intersection Improvements
– Verrado Way, Yuma Road to Van Buren Street; and authorize the City Manager to execute and deliver
said Agreements on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
This approval will allow the City Manager to approve the GMP's necessary for the construction of at least
the intersection in a timely manner in support of the completion of the most impactful portion of
construction.
BENEFITS:
The proposed construction scope will consist of improvements to the intersection of Yuma Road and
Verrado Way, as well as a portion of the total scope items for Verrado Way between Yuma Road and
Van Buren Street. These improvements will include the installation of an upgraded traffic signal, roadway
expansion, and addressing drainage concerns. Civil engineering services are already under contract for
this project. Achen-Gardner Construction has been selected as the Construction Manager at Risk for this
project and is under contract for Pre-Construction Services (Contract No. 32500038) for the amount of
$217,548.90. The Department requests that the Council preauthorize the City Manager to execute
contract amendments to the Construction Manager at Risk agreement up to the combined cost of a not
to exceed amount of $10,200,000. The funding request will cover, at a minimum, the intersection
upgrades and drainage improvements. It is anticipated that another City Council request will be made to
leverage Fiscal Year (FY) 28 funds to finish the construction of Verrado Way between Yuma and Van
Buren.
FUTURE ACTION:
Completion of delivery for the CMAR and construction services will assist in the overall construction for
this Project.
FINANCIAL IMPACT STATEMENT:
The Project is programmed in the CIP under 50221104-543112 for FY 26 at $4,000,000 and FY 27 for
$8,000,000. The total cost of this Agreement is not-to-exceed (NTE) $10,200,000.00.
CURRENT FISCAL YEAR TOTAL COST:

Expected project costs will not exceed the project budget of $4,000,000 in FY26.
