Council to take action on Delivery Order No. 1 to the Job Order Contract (JOC No. 2025090) between
the City of Buckeye, an Arizona municipal corporation, and Haydon Companies, LLC, an Arizona limited
liability company, related to Miller Road – Interim Improvements; approving the creation of CIP No.
20250382 and its inclusion in the City’s Five-Year Capital Improvement Program; and authorize the City
Manager to execute and deliver said Delivery Order on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
Miller Road currently has limited travel lanes in each direction, with occasional widening for turn lanes
into developments. Due to the high-density development in the area and resulting traffic demands,
interim roadway improvements are needed until the ultimate buildout occurs through future CIP projects.
Under JOC No. 2025090 for CIP No. 20250382 – Miller Road Interim Improvements, the contractor will
add additional pavement and restripe Miller Road to an interim 4- to 5-lane configuration between Lower
Buckeye Road and Southern Avenue, with enhancements to improve current traffic flow and safety.
BENEFITS:
This project will provide multiple safety and economic benefits to the City’s infrastructure. Adding lanes
will improve traffic flow, reduce congestion, and decrease the likelihood of rear-end collisions. Dedicated
turn lanes and improved lane markings will enhance intersection safety and mitigate hazards, while
clearer signage and improved visibility will further protect all road users. Implementing the interim 4- to 5-
lane configuration will also prepare the corridor for future growth by safely accommodating increased
traffic volumes until the ultimate buildout occurs through future CIP projects.
FUTURE ACTION:
Completion and delivery of the proper interim Roadway Improvements on Miller Road, Lower Buckeye
Road to Southern Avenue.
FINANCIAL IMPACT STATEMENT:
This project is requested for Council approval to be added to the current Five-Year Capital Improvement
Program as CIP No. 20250382 – Miller Road Interim Improvements. The total cost of this project and
contract is $1,967,026.60. Council to approve transfer of $1,443,100 from CIP Savings 50211108-
549997 and transfer of $524,000 from General Fund Contingency 10001108-570020 to the project G/L
50211104-543272.
