ARTICLE 1 
SCOPE OF SERVICES 
Consultant shall provide professional consulting services for the I-10 Verrado Way Traffic 
Interchange project, as more fully set forth in 
as Exhibit A 
. 
ARTICLE 2 
SCHEDULE OF COMPLETION OF SERVICES 
The Consultant shall commence work upon the issuance by the City of a Notice to Proceed, and 
complete the services and deliverables on or before twelve (12) months of the effective date of 
the Notice to Proceed, unless this Task Order is earlier terminated pursuant to the terms and 
conditions of the Contract. 
ARTICLE 3 
FEE BREAKDOWN 
Consultant shall be paid in accordance with the fee schedule set forth in the Contract. The total 
cost to complete the Work shall not exceed Four Hundred Eighty-One Thousand Eight Hundred 
Seventy Dollars and Zero Cents ($481,870.00), as set forth in Exhibit A. 
ARTICLE 4 
ADDITIONAL TERMS 
This Task Order is subject to the terms and requirements of the Contract and may be canceled 
pursuant to the provisions of A.R.S. § 38-511.

I-10 Verrado Way Traffic Interchange 
Design Concept Report
Scope of Work
Introduction
Development north and south of I-10 near Verrado Way has created operational issues at the traffic
interchange (TI) with I-10. This contract will prepare a Design Concept Report (DCR) and Traffic Report to
investigate improvements on Verrado Way at the interchange; no improvements to I-10 or the ramp
connections to I-10 will be evaluated. The City of Buckeye will lead the project with support/review from
ADOT. The study limits will extend from Market Street to Roosevelt Street along Verrado Way. The study
will be prepared consistent with ADOT’s Procedures for Feasibility, Location/Design Concept Studies and
Environmental Studies.
Duration
The length of service for this Task Order is estimated to be 12 months from notice to proceed.
Surveys and Aerial Mapping
The aerial mapping will be provided by the City of Buckeye. The City will provide the survey control, aerial
photographs, planimetric aerial mapping in a 2D CAD file, and topographic information in a 3D CAD file for
use in a DTM. Topographic surveys are not included in this scope of work.
Utilities
The Consultant willl contact BlueStake (811) to identify utilities within the project limits and contact the
applicable utility agencies to obtain facility location information. The Consultant will also utilize as-
builts/record drawings from ADOT and the City of Buckeye to identify utilities.  Available information will be
used to develop a CADD utility basefile. The Consultant will coordinate with the City of Buckeye and ADOT
U&RR. The Consultant will coordinate with the utilities to determine potential conflicts for the Preferred
Alternative and necessary relocations. The scope of work includes 2 meetings with ADOT U&RR and 4
meetings with utility agencies.
Utility relocation plans and determination of prior rights are not included in this scope of work. A separate
Utility Report will not be prepared.
Right-of-Way
Existing land ownership and property boundaries (for properties located along Verrado Way) will be
obtained from Maricopa County Assessor Maps. Existing right-of-way along Verrado Way and at the I-
10/Verrado Way traffic interchange will be obtained from the ADOT right-of-way plans and the City of
Buckeye.
The right-of-way acquisition areas will be developed for each alternative evaluated in the DCR.
Right-of-way appraisals are not included with this scope of work. ADOT R/W Group and/or City of Buckeye
will provide the estimated acquisition and relocation costs for impacted parcels.

Traffic Study
Existing and Future Traffic Volumes
Traffic counts will include the following:
Forty-eight (48) hour directional counts collected in 15-miniute increments at the following locations:
 
Northbound and southbound Verrado Way, north of I-10 (class count)
 
Northbound and southbound Verrado Way, south of I-10 (class count)
 
Northbound and southbound Verrado Way, south of Roosevelt St
 
Northbound and southbound Verrado Way, north of McDowell Rd
 
Four ramps at the I-10/Verrado Way traffic interchange (class count)
 
Eastbound and westbound Roosevelt St, east of Verrado Way
 
Eastbound and westbound Roosevelt St, west of Verrado Way
Intersection/driveway turning movements during the AM and PM peak periods (6 hours total) at the following
locations:
 
Two ramp terminals at I-10/Verrado Way traffic interchange
 
Market St/Verrado Way
 
3 driveways along Verrado Way
Pedestrian and bicycle counts will not be collected.
The City of Buckeye will provide traffic counts at the Verrado Way/McDowell Road and Verrado
Way/Roosevelt Street intersections and will provide available traffic impact studies for adjacent
developments.
Travel demand models will be obtained from MAG (or the City) for the following scenarios:
 
Current year existing conditions model
 
2050 No-Build and one Build Alternative
 
Buckeye Build Out model
Changes in the interchange layout or addition of turn lanes is not anticipated to affect the travel demand
model. For the travel demand model, the Build Alternative will be focused on additional through lanes along
Verrado Way.
The Consultant will coordinate with the City of Buckeye to obtain the TransCAD travel demand model (TDM)
used in the recent Buckeye Transportation Master Plan. It is assumed that the City of Buckeye will obtain
the latest 2050 TransCAD model from MAG for use as a sub-regional model as part of this study. The
Consultant will review and compare socio-economic data and network data between the Buckeye TDM and
the 2050 MAG TDM. It is assumed that the MAG 2050 sub-regional model will more closely represent the
desired input and the MAG model inputs will be adjusted to reflect the most up-to-date data. In collaboration
with the City of Buckeye, the socio-economic data and network data will be revised in the MAG TDM to
reflect a 2050 horizon year. The Consultant will conduct two model runs of the revised TDM (2050 No-Build
and one Build Alternative focused on additional lanes along Verrado Way).
It is understood that the City of Buckeye will be preparing a study for a traffic interchange along I-10 at
Dean Road. The Consultant will also conduct up to three additional model runs for the Dean Road traffic
interchange. The Consultant will provide the results of the Dean Rd TI model runs to the City and will not
conduct any post-processing of the results.
The traffic counts and the TDM output described above will provide the basis for the future year traffic
projections to be used in the traffic analyses. The existing conditions TDM and 2050 TDM results will be

used to calculate a growth rate and the growth rate will be applied to the existing traffic counts to estimate
the 2050 traffic projections.
Traffic Analysis
A crash analysis will be performed along Verrado Way (from McDowell Rd to Roosevelt St) based on 5
years of crash records provided by ADOT. It is assumed that all crash records are available from ADOT
and that all crash records will contain geo-referencing. The intersection and roadway segment crashes will
be tabulated and summarized in accordance with Chapter 5 of the Highway Safety Manual (HSM) (1st
Edition). Hot spot maps of the crash locations will be included in the analysis. Collision diagrams will not be
created. The results of the analysis will be documented in the Traffic Report and Design Concept Report.
An operational analysis will be conducted using Synchro and VISSIM for the existing, No-Build, and Build
Alternatives.  These models will extend along Verrado Way from McDowell Road to Roosevelt Street. The
existing signal timings will be collected from ADOT and City of Buckeye. The analysis will be conducted for
the morning (A.M.) and evening (P.M.) peak hours for the following conditions:
 
Existing Conditions
 
2050 No-Build Alternative
 
2050 Build Alternatives (up to five alternatives)
The existing VISSIM model will be calibrated by use of travel time data, queue lengths, and volumes.  The
travel time data and queue lengths will be obtained through field collection efforts, which will include driving
up to 4 routes using the floating car method and observations at the intersections. RITIS travel time data
will be used to supplement the collected travel time data.  The VISSIM models will not include any
multimodal components (bicycles, pedestrians, buses).  A turn lane queue length analysis will be conducted
for the Preferred Alternative utilizing SYNHRO and VISSIM output, and manual calculations.
The Consultant will prepare Draft and Final Traffic Reports documenting the existing and future traffic
conditions and the traffic analysis.
The development of traffic volumes for noise analysis or air quality analysis is not included in the scope of
work.
Alternatives Development and Evaluation
Ultimate Alternatives
The Consultant will utilize the existing and future 2050 traffic conditions to develop up to five concepts for
ultimate improvements at the interchange. Each concept will be depicted on a single plan sheet. The initial
concepts will be evaluated to determine which warrant further investigation. It is envisioned that the
assessment of the initial concepts will be more qualitative than quantitative and could include potential
impacts to drainage, utilities, or right-of-way; potential costs; and potential operational benefits. The
Consultant will prepare an Alternatives Screening Memorandum (one memo will be prepared and will
include both ultimate and interim improvements) to document the concepts, the screening process, and the
concepts recommended for further investigation. It is assumed the concepts will focus on Verrado Way
between McDowell Road and Roosevelt Street and will not include improvements on other local roadways.
Improvements on I-10 and the interchange ramp connections to I-10 will not be included.
A maximum of two ultimate concepts will be carried forward for further evaluation in the Design Concept
Report.
Interim Alternatives
The Consultant will develop up to five concepts for interim improvements at the interchange. Each concept
will be depicted on a single plan sheet. The initial concepts will be evaluated to determine which warrant
further investigation. It is envisioned that the assessment of the initial concepts will be more qualitative than

quantitative and could include potential impacts to drainage, utilities, or right-of-way; potential costs; and
potential operational benefits. The Consultant will prepare an Alternatives Screening Memorandum (one

the screening process, and the concepts recommended for further investigation. It is assumed the concepts
will focus on Verrado Way between McDowell Road and Roosevelt Street and will not include improvements

A maximum of three interim concepts will be carried forward for further evaluation in the Design Concept
Report.
Roadway
An Initial and Final AASHTO Controlling Criteria Report will be developed to determine if the existing
roadways include any geometric deficiencies when compared with the current AASHTO “Green” Book. The
AASHTO Report will be included in an appendix to the DCR.
The preparation of an AASHTO Design Exception Request, ADOT Design Variance Request, or ADOT
Design Decision Document is not included in this scope of work.
The Consultant will prepare an ADA Compliance and Feasibility Report based on as-built information and
a field visit.  The ADA Compliance and Feasibility Report will address all ADA features within ADOT Right
of Way along Verrado Way between Roosevelt Street and Market Street. Existing features that meet
American Disabilities Act Accessibility Guidelines (ADAAG) are not required to be upgraded to meet Public
Right-of-Way Accessibility Guidelines (PROWAG). Features that do not meet ADAAG should be brought
into compliance with PROWAG, when feasible. New ADA features should be designed to meet PROWAG.
The ADA Report will be included in an appendix to the DCR.
The Consultant will develop and evaluate alternatives for ultimate and interim improvements.
The existing horizontal and vertical alignments will be retained for I-10. No improvements will be evaluated
along I-10.
Drawings proposed for the Preferred Alternative (ultimate and interim) in the DCR will include the following
for each:
- 
Face Sheet and General Notes.
- 
Typical Roadway Sections – total of four sheets for both ultimate and interim
- 
Roadway Plans (1” = 50’) – total of six sheets for both ultimate and interim
- 
Roadway Profiles (1” = 50’) – total of three sheets for ultimate
The roadway plans for the Preferred Alternative (ultimate and interim) will be developed to an approximate
15% design level and will include the existing condition base maps, conceptual level pavement marking
and signing designs (shown on roadway plans), retaining wall locations, driveway and access locations,
proposed drainage system modifications, new bridge concept and new right-of-way requirements.
Order of magnitude cost estimates will be prepared for each alternative carried into the DCR.
Working cross-sections for estimating earthwork will be developed as part of this study but will not be
submitted as part of the draft or final studies.
Traffic Design
A conceptual signing plan will be prepared for the Preferred Alternative. The signing concept will be shown
on the roadway plans included in the Design Concept Report.

A pavement marking concept plan will be prepared for the Preferred Alternative. The pavement marking
will be shown on the roadway plans included in the Design Concept Report.
A lighting evaluation is not included in this scope of work.
An ITS system review or evaluation of ITS components is not included in this scope of work.
Drainage
Development of roadways and parcels within the Verrado Master Planned Community adhere to the
Verrado Master Drainage Plan developed previously by others. The Consultant will perform a data
collection and review effort to obtain design documentation to inform the drainage design associated with
roadway concept development. Specifically, the Consultant will obtain design documentation for the
Verrado Parkway & Market Street Paving and Stormdrain Plan approved by the City of Buckeye in October
2024. Additional documentation will include the Final Drainage Report for Verrado Way & Market Street
and the Verrado Master Drainage Plan (current update/issue), and any other recent or on-going projects
which will be provided by the City of Buckeye. The Consultant will review these materials to identify critical
drainage design constraints for the development of roadway concepts.
Conceptual drainage improvements will be developed for the Preferred ultimate and interim improvements
that will include a preliminary on-site drainage system evaluation of potential impacts to current drainage
patterns and impacts to the existing storm drainage systems. The evaluation will include a hydrologic
analysis based on the use of methodology prescribed by the City of Buckeye with comparison to estimates
made using ADOT methodology. Methodology prescribed by the City of Buckeye is expected to be based
on the use of rational method hydrology as implemented by the Flood Control District of Maricopa County’s
Drainage Design Management System (DDMS). A hydraulic evaluation of both existing and proposed storm
drain facilities using hydrologic estimates will be performed using Bentley’s StormCAD software. The
Consultant will perform a street flow capacity analysis for Verrado Way based on spread and dry lane
criteria for the roadway section. The analysis will be based on normal depth methodology.
A drainage summary will be developed based on the following elements:
 
Peak discharge comparison to existing condition estimates developed previously by others
 
Impact on existing storm drain facilities
 
Impact on existing storm water storage basins
 
Preliminary opinion of probable costs
The existing and proposed drainage conditions, for the Preferred ultimate and interim improvements, will
be described in the DCR. A separate drainage report is not included in this scope of work.
Structures
The Consultant will review the existing test boring data from previous as-built plans and geotechnical
reports for use with any bridge widening concepts.
The Consultant will collect as-builts/record drawings of the existing bridge, collect bridge inspection reports
from ADOT, conduct field visits, and prepare a summary (for inclusion in the DCR) of the existing bridges
and walls at the I-10/Verrado Way interchange.
Preliminary bridge widening concepts of the Verrado Way TI underpass with accompanying construction
cost estimates will be developed.  A maximum of 2 bridge widening alternatives will be developed and
evaluated. The Consultant will prepare a write-up describing the existing bridge conditions, the bridge

alternatives evaluated, the preferred bridge alternative, and a table summarizing the feasible retaining walls.
The DCR will provide a feasible bridge concept and write-up for the Preferred Alternative. A separate Bridge
Selection Report or Bridge Study, or the preparation of bridge plan and elevation sheets is not included in
the scope of work.  A separate Wall Report is also not included in the scope of work.
An evaluation of new retaining walls will be conducted for this study; at this time, only walls required to
support the Verrado Way TI underpass widening are anticipated. The DCR will include a summary of
feasible retaining wall systems at each location.
An evaluation of noise walls is not included in this scope of work.
Design Concept Report
The Consultant will prepare a Pre-Initial DCR that documents the evaluation of the two ultimate and three
interim alternatives, including traffic, drainage, structural, utility, right-of-way and cost information. The Pre-
Initial DCR will be submitted to the City of Buckeye for review. The Consultant will respond to comments
and prepare the Initial DCR, which will be distributed to ADOT and the City of Buckeye for review.
The Consultant will respond to comments from the review of the Initial DCR. The Consultant will submit the
Final DCR, sealed by an Arizona Registered Professional Engineer, at the completion of the study. The
report will include refinements of the materials developed since the Initial DCR and revisions resulting from
the comment process.
The study will be prepared consistent with ADOT’s Procedures for Feasibility, Location/Design Concept
Studies and Environmental Studies.
Public Involvement
The City of Buckeye will be responsible for preparing public meeting advertisements and
publishing/distributing the advertisements. The preparation of a Public Involvement Plan is not included in
this scope of work.
Public Meeting: One public meeting is anticipated for this project. The public meeting will be held at a
location near the project site. The City of Buckeye will be responsible for reserving the meeting site and
paying any associated fees; the Consultant will not pay any fees associated with the use of the facility.
The Consultant will attend the public meeting, assumed to be two hours in length, including up to four
staff members. The Consultant will prepare a PowerPoint presentation and a single handout/fact sheet,
comment forms, and up to six display boards for the meeting. The Consultant will print 100 fact sheets
(letter size single sided) and 100 comment forms (letter size, single sided). The City of Buckeye will
provide any phone numbers or email addresses to collect comments. The Consultant will compile
comments from comment forms, phone calls and/or e-mails, and provide responses to public
comments. Approximately 50 comments are assumed to be received during the comment period.
Public Meeting Planning Meetings: Weekly planning meetings for the public information meeting are
anticipated. A total of eight virtual planning meetings are anticipated.
Agency Meetings
City of Buckeye Meetings: Up to ten virtual coordination meetings will be held with representatives of
the City of Buckeye to resolve issues during this project.
ADOT Coordination Meetings: The Consultant will prepare for and attend up to six virtual ADOT
progress meetings. The Consultant will prepare and distribute meeting notes for each meeting. An

additional five meetings are anticipated with ADOT staff to coordinate and resolve technical issues
during this project.
Project Administration
The Consultant will perform administrative and coordination tasks required for coordinating the work of the
team members with City staff and other project stakeholders. This task includes organizing and filing project
data and communication files, responding to project correspondence including emails, preparation of
progress reports, monthly budget updates, internal team meetings, and field visits.
Environmental Document
This scope of work does not include any environmental studies or the preparation of any environmental
documents. The Consultant will provide information in the DCR regarding suggested elements that will
need environmental study in future project phases.
