ARTICLE 1
SCOPE OF SERVICES
Consultant shall provide professional consulting services for the Dean Road / Interstate 10 Traffic
Interchange DCR project, as more fully set forth in
hereto as Exhibit A
.
ARTICLE 2
SCHEDULE OF COMPLETION OF SERVICES
The Consultant shall commence work upon the issuance by the City of a Notice to Proceed, and
complete the services and deliverables on or before one (1) year from the effective date of the
Notice to Proceed, unless this Task Order is earlier terminated pursuant to the terms and
conditions of the Contract.
ARTICLE 3
FEE BREAKDOWN
Consultant shall be paid in accordance with the fee schedule set forth in the Contract. The total
cost to complete the Work shall not exceed Four Hundred Eighty-Three Thousand Twelve
Dollars and Eight Cents ($483,012.08), as set forth in Exhibit A.
ARTICLE 4
ADDITIONAL TERMS
This Task Order is subject to the terms and requirements of the Contract and may be canceled
pursuant to the provisions of A.R.S. § 38-511.

scope and fee proposal for the Dean Road / Interstate 10 Traffic Interchange Design Concept Report (DCR)
project. Attached for your review and approval is the Scope of Work (Exhibit A) and Compensation and
Payment information (Exhibit B). The tasks included within Exhibit A represent the work that will be
completed by the Consultant.

SCOPE OF WORK
Project Description
MICHAEL BAKER will develop an Initial and Final Design Concept Report (DCR) and preliminary design
for the Dean Road corridor, the intersections of Dean Road/McDowell Road, Dean Road/Van Buren Street
and the Service Traffic Interchange of Dean Road with I-10. It is anticipated that three alternatives will be
considered for the new Service Interchange configuration. A new Traffic Report will be prepared based on
current and future travel demand modeling information. A traffic sensitivity analysis will also be prepared
to address the implementation of the facility over time up to and including year 2050.
The Consultant will use the current ADOT scoping guidelines to prepare a Design Concept Report (DCR)
documenting the alternative development and evaluation process and recommend the alternative(s) to be
carried forward for final design and implementation.
Dean Road, McDowell Road to Van Buren Street is a north-south corridor, located approximately five miles
west of SR 303 in the City of Buckeye, Arizona. The project corridor traverses across Interstate 10 (I-10)
approximately 0.6 miles south of McDowell Road. This segment of Dean Road currently does not exist.
Arizona State Land property is adjacent along the west edge of the alignment for the entire length from
McDowell Road to Van Buren Street. East of the corridor is expected to expand to mixed use development
including commercial and employment centers.
The adjacent Verrado Way Design Concept Report (DCR) is currently in the initial stages of development.
Coordination with this project will be necessary to ensure the proposed improvements blend with the
surrounding developments and the two close-proximity connections to I-10 and potential impacts are
considered.
Michael Baker will also coordinate with ADOT to ensure that all work associated with the preferred
alternative within the ADOT right-of-way is properly aligned and integrated.
Scope of Services
Task 1:Project Management and Meetings
The Consultant will conduct the following project management and coordination activities. The Consultant
will be responsible for providing project administration and management services in accordance with the
general requirements for this project. At the C

Project Management includes contract management and internal meetings. This task consists of day-to-day
operations of the project, including project communications, monthly project updates, and schedule
monitoring. This task also includes the management of sub-consultants, and relevant stakeholders
coordination.

Michael Baker will attend one (1) project kick-off meeting, which will be scheduled following the receipt
of Notice-to-Proceed (NTP). Project kick-off will be held at the City offices in coordination with the City
staff with invitations sent to appropriate stakeholders. Michael Baker will be responsible for preparing the
kick-off meeting agenda, sign-in sheet, handout materials, and attending and facilitating the kick-off
meeting.
Michael Baker will attend up to six (6) additional project progress meetings. Meetings will be held at the
-the-shoulder" workshop can substitute for a progress meeting. The workshop is
intended to present to the City and appropriate stakeholders of the intent of the initial horizontal alignment
alternatives, secure a consensus on the alignment approach before proceeding in developing the initial
recommended alternative plans & profiles.
Michael Baker will attend two (2) comment resolution meetings at milestone submittals.
Up to three (3) Michael Baker staff will attend each of the meetings.
Task 2:Agency, Stakeholder and Public Involvement
Michael Baker will facilitate communication, interaction and buy-in during the duration of the project term.
This stakeholder outreach is in addition to the routine agency meetings but is intended to facilitate the flow
of information between the design team and stakeholders, including ADOT, FHWA, the Maricopa
Association of Governments (MAG), City of Buckeye, Maricopa County Department of Transportation, The
Flood Control District of Maricopa County, and the Arizona State Land Department. Three stakeholder
meetings, exclusive of progress meetings, will be conducted. Up to three (3) Michael Baker staff will attend
these meetings. The Consultant will prepare all agendas, meeting materials and meeting notes for each
stakeholder meeting. Stakeholders will also be invited to progress meetings, as appropriate.
Michael Baker will collaborate with the Interstate 10 widening project team in the surrounding area to ensure
that the design and implementation of the widening effort appropriately accommodate the future Dean Road
interchange.
Additional Meetings: Up to five additional meetings are anticipated over the course of the project and may
include additional stakeholder engagement or technical group meetings as needed. Two Consultant staff will
attend each meeting. The Consultant will prepare all the agendas, meeting materials and meeting notes for
each additional meeting.
Task 3:Initial and Final DCR Report
Michael Baker shall prepare the Initial and Final DCR for distribution and approval. The report shall
document the selection of the preferred alternative to be programmed for construction and shall include
refinements of the information developed in the Initial DCR and modifications resulting from review
comments and public comments. The DCR shall be completed in a format and contain the required
information compatible with a standard ADOT generated DCR. This will allow for compatibility and
approvals from ADOT/FHWA to cross and construct a traffic interchange to connect to the I-10 system. The
Consultant shall submit the report sealed by an Arizona-registered Professional Engineer. Deliverables will
be electronic copies of all report components. The following subsections describe the components of the
DCR:

Survey and Aerial Mapping: Michael Baker will obtain topographical aerial mapping necessary to
complete the Stage I level design (15%) and shall obtain any permits that may be required prior to beginning
field work. Michael Baker will contract with an aerial mapping company to produce photogrammetric survey
and mapping for this project using the NAD 1983 and NAVD 1988 datum and covering the approximate
10,800 linear feet of the Dean Road corridor and approximately 4,800 linear feet of the Verrado Way corridor
between McDowell Road and Fillmore Street. To evaluate the accuracy of the generated aerial topographic
mapping Michael Baker will provide independent survey check shots to analyze the differences between the
generated data and field measured data to confirm the desired accuracy levels are achieved.
Upon completion of the quality control review of the survey data, a raw data file will be provided to the City
to be shared with the Verrado Way DCR consultant.
All information will be developed in English units. Michael Baker shall prepare and use the DTMs to prepare
roadway and drainage cross sections for the Stage II development. For additional aerial mapping-related
scope information, refer to the attached subconsultant scope of work.
Michael Baker will develop Results of Survey plan sheets for the project survey control. No additional field
survey is included in this scope of work.
Traffic and Crash Data: Michael Baker will complete a crash data analysis at the Dean Road corridor
termini at McDowell Road and Van Buren Street.
Michael Baker will complete a traffic volume data analysis for the corridor. Traffic volumes for the Dean
Road corridor will be generated by the consultant executing the Verrado Way DCR. Michael Baker will use
these traffic volumes to complete the future year analysis. Analysis will include the daily and peak hour
operational analysis for each of the alternatives. Traffic volume analysis will be completed to determine
traffic operation analysis for the Dean Road corridor, at the intersections of Dean Road/McDowell Road and
Dean Road/Van Buren Street and at I-10 and Dean Road Interchange.
Task 4:Design Concept Alternatives
Michael Baker will evaluate alternatives for the Dean Road corridor and for the intersections of Dean
Road/McDowell Road and Dean Road/Van Buren Street.
An alternatives analysis will be completed for I-10 and Dean Road Interchange to include three alternatives
considered. The following scope items are included for the alternatives analysis.
Conduct Alternatives Evaluation Process and Identification Workshop
o
The one-day workshop will include ADOT, MAG, FHWA, and the City of Buckeye, which will
focus on the development of the alternatives evaluation process and discuss potential
alternatives for each location.
Develop three conceptual design layouts
o
Each conceptual alternative will consist of:
Horizontal and vertical alignment for ramps;
Horizontal and vertical alignment for Dean Road from Van Buren Street to McDowell Road;
and
Plan view linework denoting pavement edges, shoulders, curbs and conceptual pavement
markings.

Task 5:Major Design Features of the Recommended Alternative
Michael Baker will detail the major design features associated with the recommended alternative for the
Dean Road corridor and I-10 and Dean Road Interchange. Major design features will include:
Design Controls including design year, speed, roadway features, cross slopes, superelevation and
clearances
Horizontal and Vertical Alignments based on the City and ADOT standards
Access control in accordance with ADOT and FHWA Access Control Policy requirements
New Right-of-
Structures including the interchange bridge(s) and necessary retaining walls

Preliminary Structures Selection Report
Drainage
o
Review existing drainage features, floodplain limits and drainage issues

Preliminary drainage improvements including on-street and off-site drainage solutions

drainage impacts.

Earthwork to identify the required excavation and embankment for the recommended alternative
Traffic Design including signing, pavement marking, lighting and traffic signals.
Identify the active transportation facilities along the Dean Road corridor based on the Americans
with Disability Act (ADA). The proposed improvements shall be consistent with the City of
Standards.
Construction Phasing and Traffic Control to specify how the traffic will be managed during various
phases of construction based on the guidelines presented in Manual on Uniform Traffic Control
policies, standards and procedures.
Utility coordination to identify conflicts and anticipated utilities that need to be relocated within the
project limits.
Landscape improvements consistent with the area and those are listed on the Arizona Department
of Water Resources Low Water Use plant list. New landscape improvements will be based on the
standards of either ADOT or the City of Buckeye depending on maintenance responsibilities.
Intelligent Transportation Systems analysis to recommend CCTV camera locations along the
corridor, fiber optic recommendations, wrong way driving (WWD) mitigation at the interchange and
Intelligent Work Zone Warning System (IWWS). All FMS components related to detector loops,
CCTV, Dynamic Message Signs (DMS), vehicle detection, wrong-way detection and the
communication system requirements will be defined for the Dean Road corridor for the ultimate
configuration. A preliminary concept plan of all the FMS elements will be developed for the corridor
including location of CCTV cameras, DMS signs and vehicle detection. The ITS concept plan will
be displayed on a roll-plot and there will be no plan sheets associated with this task.
For arterial roadways, the City of Buckeye requires a standard pavement structure consisting of 6
inches of asphalt concrete (AC) over 12 inches of aggregate base course (ABC), placed atop 12

inches of subgrade compacted to 95%. This standard section must be used unless a geotechnical
engineer, based on field testing and analysis, recommends an alternative design.
Need for potential design exceptions will be identified and documented in the DCR
Development of AASHTO Controlling Design Criteria will assist in determining the need for design
exceptions.
An itemized Estimate of Probable Costs will be generated for the three alternatives and used as a
basis for selecting the recommended alternative. These costs shall be
available bid tabulations. The list of costs by category include:

Task 6: Social, Economic and Environmental Considerations
This DCR will identify the environmental needs to be completed at a later stage of the project. Michael
Baker will identify the Categorical Exclusions (CE) and supporting documents that will need to be prepared
during later stages of the project and also identify the additional processes that are outside of this scope of
work but that may be required prior to final design.
Exclusions:
The following services are excluded from this scope of work and will not be provided by the Consultant
unless specifically authorized through a separate agreement or amendment:
ADOT Interchange Access Request
Preparation of construction-ready plans, specifications, and estimates (PS&E) is not included.
Preparation of environmental documents (e.g., Categorical Exclusion, EA, EIS) and supporting
studies is excluded. Only identification of environmental needs is included.
No geotechnical field investigations or soil borings are included.
Right-of-way acquisition services, including legal descriptions, appraisals, and negotiations, are
excluded.
Design and coordination of utility relocations beyond conflict identification are excluded.
Public meetings, open houses, or public surveys are not included unless specifically scoped.
Final drainage design calculations and modeling are excluded. Only preliminary drainage concepts
are included.
Detailed cost estimating for final design or construction phases is excluded. Only
signal warrant studies and detailed signal timing plans are excluded.
Final design plans and specifications for Intelligent Transportation Systems (ITS) are excluded.
Only conceptual layout is included.
Detailed landscape and irrigation design plans are excluded. Only conceptual recommendations are
included.

Acquisition of permits (e.g., environmental, utility, right-of-way) is excluded unless specifically
noted.
Construction phase services such as inspection, administration, or contractor coordination are
excluded.
No additional field survey beyond aerial mapping and control survey is included.
Microsimulation modeling (e.g., VISSIM) or other advanced traffic modeling tools are excluded.
Environmental reviews/clearances.
Drainage study or design.
Geotechnical investigations including pavement design.
Traffic signal design.
Signing and Pavement Marking.
Signal timing and/or coordination.
Traffic control and sequencing and maintenance of traffic plans.
Utility design.
Survey will NOT include tasks other than the ones described Task 3.
Topographic and Lidar survey for fiber optic design.
Right of way and/or easement staking and right of way clearances.
Stormwater pollution and prevention plans with best management practices.
Legal descriptions and exhibits.
Floodplain studies or modeling.
Scour calculations.
CLOMR/LOMR.
Flood Insurance Rate Map changes.

To accommodate potential project needs that may arise during the course of the Design Concept Report
(DCR), the City may establish
for additional services not included in the base scope of
work. These allowances are intended to provide flexibility for addressing unforeseen conditions, stakeholder
requests, or supplemental technical requirements.
Additional stakeholder or public involvement meetings beyond those specified.
Expanded traffic analysis, including signal warrant studies or microsimulation modeling.
Supplemental survey or geotechnical investigations.
Preparation of environmental documentation (e.g., Categorical Exclusion).
Utility coordination beyond conflict identification, including relocation design.
Development of preliminary plans or exhibits for grant applications or funding support.
Additional alternatives analysis or refinement of recommended alternative.
Preparation of technical memoranda or reports not identified in the base scope.

Additional Services:
Tasks which are not specifically identified herein or are specifically identified as additional services are
considered Additional Services for purposes of this AGREEMENT.
CLIENT may request that
MICHAEL BAKER perform Additional Services. However, MICHAEL BAKER is not obligated to
perform requested Additional Services unless 1) a modification to this AGREEMENT has been fully
executed setting forth the scope, schedule and fee for such Additional Services; or, 2) NTP in writing from
the CLIENT is received stating Additional Services to be completed with a not to exceed amount while
modification is being processed.
