Council to take action to approve a three-lane permanent street cross-section for Monroe Avenue
through downtown Buckeye and to approve an interim three-lane striping plan to be installed during the
summer of 2026.
SUMMARY
PROJECT DESCRIPTION:
Staff will present a recommendation for a three-lane configuration for Monroe and related impacts to
landscaping and pedestrian spaces, and related widths for pedestrian ways, cafe-style seating, and on-
street parking. Staff will provide estimates on design and construction costs and timelines. Staff is
recommending to revise the interim configuration to a three-lane cross-section and for that installation to
occur once local schools begin summer vacation in 2026. The decisions and direction from this action
item will shape the long-term proposal for the ultimate section for Monroe from 1st Street to 9th Street as
outlined in the DSAP. 
BENEFITS:
An enhanced streetscape, landscape, and pedestrian environment in Buckeye's downtown core can lead
to increased business investment and future shopping and dining activities in downtown. 
FUTURE ACTION:
The City Council may be asked to consider future requests to authorize design alternatives inclusive of
landscaping and pedestrian amenities along Monroe. Further, the City Council will consider long-term
CIP requests to reconstruct Monroe, which includes underground utility enhancements, street furniture,
lighting, landscaping, and potential pedestrian and/or traffic signals as part of the overall five-year CIP.

FINANCIAL IMPACT STATEMENT:
Although a fiscal impact analysis has not been conducted on this specific project, all new development
will have an ongoing fiscal impact on the city. The development is responsible for construction of all
infrastructure necessary to serve the site and will generate one-time revenue for the city such as permit
fees, construction sales tax and development impact fees. Longer term fiscal impacts include increased
demands for municipal services, the costs of which may or may not be offset by increased property
values/tax levies, city sales tax, state shared revenues and the increased demand for commercial and
retail development. Any areas that will be maintained by the city are constructed by the developer and
then conveyed to the city two years after construction.
CURRENT FISCAL YEAR TOTAL COST:
While final costs for the long-term reconstruction of Monroe will be captured in a future Captial

Improvement Plan project and better understood through the Design Concept Review (DCR) project
anticipated to kick-off this year, the interim restripe proposed for mid-2026 should fall within the
downtown enhancement funds already budgeted.
