 Public Outreach Meetings 
Purpose 
The Water Resources Department’s (WRD) purpose of the Public Outreach meetings (Meetings) is to 
engage and inform the public about the Department’s initiatives, operations, and the rates 
recommended by staff and the 2025 Citizen Water and Wastewater Rate Committee (WRC). It is the 
goal of the WRD to increase public awareness; encourage community participation; and create trust 
through transparency and engagement.  
 
This Public Outreach Plan (Plan) provides the structure for the Meetings and additional public outreach 
activities. 
Meeting Locations & Structure 
The following locations have been selected by the WRC to create as much accessibility to the city’s 
customers as possible: 
 Festival  
 Sundance 
 Central 
 
Each meeting will be held in the evening, after normal business hours to further encourage public 
participation.  
 
WRD staff will prepare an in-depth presentation covering the following: 
 The difference between public and private utilities 
 The structure and functions of the Water Resource Department 
o The water and wastewater utilities 
o The flow of water 
o The city’s water portfolio and its purpose 
o The role of the other Divisions in WRD 
o WRDs current and upcoming initiatives 
o The history of Buckeye’s water rates 
o The purpose of rates and tiered rate structures 
o The rate and rate structure recommended to Council 
o The timeline for rate adoption

At the conclusion of the presentation, staff will open the floor for participating residents to ask 
questions and provide feedback. 
In addition to the presentation and Q&A session, staff will provide the following at each meeting: 
 Informational display boards 
 Flyers of pertinent information such as key dates and locating the rate calculator on our 
website 
 A comment box 
 Contact information for WRD staff 
Additional Outreach Activities 
In addition to the Meetings, WRD staff, alongside partnering City of Buckeye Departments, will 
promote the meetings, rate changes, and timeline for adoption using numerous mediums and outlets 
including but not limited to: 
 Online Rate Calculator – residents can use this tool to see what their bills will amount to if the 
proposed rates are adopted by Council 
 Social Media 
 Water Bill Inserts 
 Flyers - online and posted at city facilities 
 Dedicated webpages with facts, Q&A (including those received at the Meetings), history, 
timeline, and more 
 Digital newsletters 
Conclusion 
It is the intention of WRD and all city staff that these efforts serve the community and our customers; 
therefore, this Plan may at any time need to be expanded to include additional efforts. WRD staff is 
prepared to adjust the Plan and additional outreach activities should feedback from the community 
indicate a need for it.
