ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on Change Order No. 2 to the Construction Contract (No. 2025273) between the
City of Buckeye, an Arizona municipal corporation, and Granite Construction Company, a California
corporation, for Taxiway H and Taxilane Rehabilitation, to include the design for Non-Precision
Approaches to Runway 17-35; and authorize the City Manager to execute and deliver said Change
Order on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
The runway markings currently indicate a visual approach and the airport recently completed the
application of the required runway aiming point markings. The intent of this project is to reconfigure the
runway for a non-precision approach. This will require the removal of the existing runway designation
markings and the conflicting runway centerline markings, followed by the application of new threshold
markings and runway designation markings.
This project will also include the replacement of the existing runway edge light globes from white to
white/yellow within the last 2,000-feet of runway in each landing direction to denote the caution zone. 
Furthermore, two additional runway threshold light fixtures at each runway end are required, which will
increase the number from six to eight on each end. No further changes to the lighting system will be
required.
BENEFITS:
The Non-Precision Approaches are a required first step toward having towered operations which will
make for a safer aviation environment.  It will also enhance the economic attraction to the airport.
FUTURE ACTION:
Maintain the new markings and lighting.  As well as coordinate with the FAA to "fly" the new approaches
for inclusion in future charts and airport diagrams.
FINANCIAL IMPACT STATEMENT:
Since this was originally anticipated to be an Airport Operations project, the construction was budgeted
in the Airport and in the airport portion of the Public Works budget.  The moneys allocated were then
transferred to the CIP so that this change order could be accomplished.
