Council to take action on Resolution No. 36-25 approving the Public Infrastructure Reimbursement
Agreement between the City of Buckeye, an Arizona municipal corporation and EVT Roosevelt Verrado,
LLC, an Arizona limited liability company.
SUMMARY
PROJECT DESCRIPTION:
As part of its development known as The Mix on Roosevelt, generally located at the southeast corner of
Roosevelt Street and Verrado Way, EVT Roosevelt Verrado, LLC agrees to design, engineer, permit,
construct and install the regional public infrastructure that is the subject of this Public Infrastructure
Reimbursement Agreement, which shall include, but is not limited to, pavement, curb, median,
streetlight, signage, catch basin, storm pipe, landscaping improvements, and other associated work on
Roosevelt Street and Verrado Way. Owner shall begin construction of the infrastructure no later than
December 31, 2025, and be completed no later than June 30, 2026.  For purposes of the agreement, the
requirement to commence construction shall be satisfied by the issuance of a Notice to Proceed to the
selected contractor completing the work within the right of way. Owner acknowledges and agrees that
reimbursement of infrastructure will be following the City’s acceptance of the infrastructure and
conveyance of the infrastructure to the City and subject to the terms and conditions of the agreement. 
The infrastructure reimbursement amount applies to the regional public infrastructure improvements only,
as outlined above, and shall not exceed $593,052.09. 
BENEFITS:
While the infrastructure to be constructed and installed by owner is necessary to serve development
within the development, it also includes certain improvements that are of regional benefit to the City and
its residents.

None
FINANCIAL IMPACT STATEMENT:
The total cost to the City of this agreement shall not exceed $593,052.09 and will be budgeted in the
General Fund for Fiscal Year 2025-2026.
CURRENT FISCAL YEAR TOTAL COST:

Reimbursement amount is not to exceed $593,052.09 to be paid out at such time that the terms of the
agreement have been met.  The anticipated time of payout will be Fiscal Year 2025-2026.
