Council to take action on Resolution No. 41-25 accepting a Petition, Waiver and Consent for Formation
of a Street Lighting Improvement District; declaring its intention to form a Street Lighting Improvement
District; designating such District as the "City of Buckeye Street Lighting Improvement District No. SLID-
2025-007"; providing for the annual levy of taxes or assessments equally apportioned upon all of the
non-public property owners in the District to purchase energy for the lighting of public streets and parks
within and adjacent to the District; and ordering the recording and filing of this Resolution.
SUMMARY
PROJECT DESCRIPTION:
Per Resolution No. 41-25, Council to accept a Petition for Formation of a Street Light Improvement
District (SLID) for the Hayden Estates subdivision; declare the intention to form a SLID; designate such
District as "City of Buckeye Street Light Improvement District No. SLID-2025-007"; provide for the annual
levy of taxes or assessments equally apportioned upon all of the non-public property owners within the
District to purchase energy for the lighting of public streets and parks within and adjacent to the District;
and order recording and filing of this Resolution.
BENEFITS:
Street Lighting Improvement Districts (SLIDs) and Maintenance Improvement Districts (MIDs) are
implemented to maintain a balance between revenue and expenditures, ensuring a high quality of life for
residents and property owners within a development without imposing and undue burden upon the
broader community. SLIDs specifically fund the purchase of energy (not its generation), ensuring that
only those who directly benefit from community lighting bear the associated costs. This structure
guarantees consistent funding for these expenses while preventing the City from incurring costs through
its Highway User Revenue Fund.
FUTURE ACTION:
A Resolution creating the City of Buckeye Street Light Improvement District No. SLID-2025-007 follows
on the current agenda. A budget and further Council action will take place at the beginning of the next
fiscal year to implement this District.
