Council to take action on Resolution No. 44-25 accepting a Petition, Waiver, and Consent to Formation
of a Maintenance Improvement District (MID) by the City of Buckeye; declaring the intention for form a
Maintenance Improvement District; designating such District as "City of Buckeye Maintenance
Improvement District No. MID-2025-003"; providing for the annual levy of taxes or an annual assessment
against the lots within the District in proportion to the benefits received and ordering the recording and
filing of this Resolution.
SUMMARY
PROJECT DESCRIPTION:
Per Resolution No. 44-25, Council to accept a Petition, Waiver, and Consent to the Formation of a
Maintenance Improvement District (MID) for the Mountain View Estates subdivision; declare the intention
to form a MID; designate such District as "City of Buckeye Maintenance Improvement District No. MID-
2025-003"; and provide for the annual levy of taxes or an annual assessment against the lots within the
District in proportion to the benefits received.
BENEFITS:
Maintenance Improvement Districts (MIDs) and Street Lighting Improvement Districts (SLIDs) are
implemented to maintain a balance between revenue and expenditures, ensuring a high quality of life for
residents and property owners within a development without imposing and undue burden upon the
broader community. MIDs are established in accordance with Ordinance #42-06 and assess the owners
within a development for the cost of maintenance of the landscaping along the rights-of-ways within a
development MID. MIDs are not activated unless the development’s owners should fail or otherwise go
out of business, since the owner is charged with that maintenance responsibility; however, the MID is
standing by as a protection for the City to ensure that there is adequate revenue to take on the
maintenance.
FUTURE ACTION:
A Resolution creating the City of Buckeye Maintenance Improvement District No. MID-2025-003 follows
on the current agenda. There will be no further action necessary, unless the responsible owners within
the development should dissolve.  At that time, in accordance with applicable State law, the MID will be
activated through separate action of the City Council.
