ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on the Intergovernmental Agreement (IGA) (No. 24-0010903-I) between the State
of Arizona, acting by and through its Department of Transportation (ADOT), and the City of Buckeye, for
the installation of conduit, pull boxes, and fiber optic cable infrastructure along Maricopa County Route
85 and Miller Road; and authorize the City Manager or designee, on behalf of the City of Buckeye, to
take all actions necessary to implement the IGA.
SUMMARY
PROJECT DESCRIPTION:
The Buckeye Fiber Optic Backbone project will install conduit, pull boxes, and fiber optic cable
infrastructure along Maricopa County Route 85 (MC 85) from Miller Road to Eason Avenue and Miller
Road, from MC 85 to I-10. This infrastructure will form part of the City’s ITS network, supporting future
smart corridor applications such as adaptive signal control, real-time traffic monitoring, and emergency
response coordination. Under this IGA, the City of Buckeye will oversee project design activities and
coordination, while the ADOT will act as the procurement and construction administrator utilizing federal-
aid funds. Upon completion of the project, the City will assume full ownership and maintenance
responsibility for the installed infrastructure. The IGA establishes the funding commitments and outlines
roles and responsibilities for both agencies to ensure successful project delivery.
BENEFITS:
The IGA will expand the City’s fiber optic backbone to support growing traffic and technology needs,
enhance communication infrastructure and system redundancy, supports regional connectivity and future
smart transportation applications, and leverages federal funds through ADOT while retaining City control
of long-term use.
FUTURE ACTION:
With the execution of this IGA, ADOT will invoice the City for the administration fee of $30,000 that the
City will pay upon receipt of the invoice. At the completion of the design and prior to the advertisement of
the construction phase of the project, ADOT will invoice the City the construction amount the City is
responsible for (currently programmed at $82,538.00), that the City will pay upon receipt of the invoice.
FINANCIAL IMPACT STATEMENT:
The total estimated project cost is $1,478,050, including $1,365,512 in federal-aid funds and $112,538 in
local matching funds from the City of Buckeye. The City's share includes $30,000 for Project

Development Administration and $82,538 for construction.
The project is included in the Capital Improvement Program under Capital Improvement Project (CIP)
No. 101760 with an overall budget of $450,000, that includes approximately $205,000 for the design that
is currently underway, the $112,538 identified above that will go to ADOT, and approximately $132,000
for review fees to Roosevelt Irrigation District (RID), Union Pacific Railroad (UPRR), and Buckeye Water
Conservation and Drainage District (BWCDD) and contingency funds if required.
