Council to take action on Resolution No. 27-25 approving Amendment No. 3 to the Intergovernmental
Agreement with Maricopa County administered by its Human Services Department relating to the
Community Action Program; and authorizing the Mayor to execute and deliver said Agreement on behalf
of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
On June 21, 2022, City Council approved Resolution No. 49-22, authorizing an Intergovernmental
Agreement (IGA) between the City of Buckeye and Maricopa County Human Services. This agreement
reinstated the Community Action Program (CAP) in Buckeye after it had been relocated to Gila Bend by
the County in June 2012. Since 2022, the Council has annually renewed the IGA to continue providing
rental and utility assistance to residents experiencing hardship.
Resolution 27-25 proposes to extend the partnership with Maricopa County through Fiscal Year 2026.
Under the terms of the IGA, Maricopa County will allocate $165,000 to the City to support staffing for the
CAP. These funds help cover salaries for one Social Services Coordinator and two caseworkers who
provide direct case management services. Staff assess client eligibility, administer emergency rental and
utility assistance, and make referrals to other west valley service providers. They also work to identify
service barriers and collaborate with partners to find solutions that connect residents to critical resources.
BENEFITS:
Approval of the third amendment to the IGA will secure up to $165,000 in funding to support the
Community Action Program (CAP) services in Buckeye.  These services include emergency rental and
utility assistance and broader case management for residents in crisis.  Beyond the $165,000 to cover
administrative costs, the County provides funds for the assistance programs.  In FY24, the County
provided nearly $790,000 in direct rental and utility assistance to nearly 1,400 individuals across 450
Buckeye households.  Similar levels of support are anticipated in FY25 as we wrap up the fiscal year.
FUTURE ACTION:
The proposed amendment covers a one-year term from July 1, 2025, through June 30, 2026. Staff will
provide updates to Council on program outcomes through weekly reports and monthly performance
metrics.
FINANCIAL IMPACT STATEMENT:

Maricopa County will contribute up to $165,000 towards staffing costs for social services.  This funding
offsets about 24% of the total program administration and operational costs, with the remaining 76%
funded by the City’s General Fund.

$165,000 in revenue from Maricopa County is budgeted in GL#30604150 421400 (County Distribution).
