Council to take action on the Agreement between the Greater Phoenix Economic Council (GPEC) and
the City of Buckeye for Fiscal Year 2025-2026.
SUMMARY
PROJECT DESCRIPTION:
Over the years the City of Buckeye Economic Development staff and GPEC have worked in close
partnership on a variety of items which support the City's economic development efforts.   GPEC sends
business leads to Buckeye for review and response;  GPEC assists in preparation of lead responses and
prospect hosting; GPEC affords partnership opportunities to attend on trade shows, legislative
opportunities, sales mission trips and regional marketing effort events; GPEC provides adjunct research
efforts for economic development purposes;  City Economic Development staff participates with other
member communities in the Economic Development Director's Team (EDDT) monthly meetings to
provide directional input and receive feedback on activities.  GPEC membership allows staff and elected
officials the ability to give input on direction through monthly meetings and annual planning sessions with
EDDT and GPEC board of directors;  Staff and elected officials participate with the GPEC Ambassador
and Community Building Consortium; GPEC proposes new and advocates for existing economic
development programs at the State level to increase the area and State's competitiveness;  GPEC
advocates on the City's behalf with clients / prospects.
Currently, approximately 50% of Buckeye's prospect leads come from GPEC. The leads which Buckeye
is able to respond to are for prospects looking for large land requirements, build-to-suit projects, and
existing building availability include but are not limited to the advanced and general manufacturing, clean
energy, and logistics/transportation industries. GPEC's compensation for economic development
services is based on the City's population, as provided by the Office of Employment and Population
Statistics at the Arizona Department of Administration, which were estimated at 113,349, and with a per
capita rate of $0.4897. As a result, the City's membership with GPEC will cost the City $55,507 in Fiscal
Year 2025-2026, a slight increase over the current year.

The community benefits of this contract include: Augments and strengthens the City resources for
prospect identification and development; Opportunities to participate in trade shows, sales missions,
marketing events that the City would not be able to do on its own; Access to GPEC staff expertise; Ability
to interact with National and International audiences and site selectors / brokers; Ability to tap into
research capabilities; Input into economic development direction for the region; Additional visibility for the
City through GPEC’s internal and external activities and programs.

FUTURE ACTION:
A new agreement with GPEC is required each fiscal year.
FINANCIAL IMPACT STATEMENT:
Presented amount has been budgeted for Fiscal Year 2025-2026. Contracts are renewed and budgeted
for on a yearly basis.
