Council to take action on the Intergovernmental Agreement (IGA) between the City of Buckeye, an
Arizona municipal corporation, and the Buckeye Water Conservation and Drainage District (BWCDD), an
irrigation and water conservation district, municipal corporation, and political subdivision of the State of
Arizona, in connection with Capital Improvement Program (CIP) Project No. 105660 – Rooks Road
Bridge Project at BID; authorize the City Manager to finalize, execute, and deliver the IGA on behalf of
the City of Buckeye; and authorize and direct the Mayor, City Manager, City Attorney, and City Clerk to
take all actions necessary to carry out the purpose and intent of the IGA.
SUMMARY
PROJECT DESCRIPTION:
CIP No. 105660 - Rooks Road Bridge at BID, includes construction of a bridge over the Buckeye Water
Conservation and Drainage District’s (BWCDD, a.k.a. BID) Main Canal at Lateral 24—a critical
component required for the completion of Rooks Road. This canal bridge has been fully designed,
reviewed, and is ready for construction. Council previously approved Item 4.M on December 17, 2024,
authorizing the necessary funding to support this work. Subsequently, the City and BWCDD engaged in
further dialogue regarding bridge construction, ownership, and maintenance.  Consequently, the
intergovernmental agreement that was approved on 12/17/2024 was further refined to reflect the parties'
understanding.  Under the IGA, BWCDD will construct the bridge and grant the City an easement for
public roadway and utility use over the canal. The project scope is funded under CIP No. 105660 and
remains within budget. This partnership ensures coordination between the City and BWCDD on design,
construction, and easement implementation to support regional infrastructure and water delivery
operations.
BENEFITS:
The IGA and Bridge construction supports the City’s Transportation Master Plan.  Rooks Road has been
designated as a future arterial roadway. Further emphasizing its importance, the Maricopa Association of
Governments identified a critical need in its 2017 Transportation Improvement Plan to upgrade Rooks
Road to a two-lane facility between MC-85 and Baseline Road by the year 2019.
The Transportation Master Plan further anticipates significant traffic volumes along Rooks Road,
projecting peak hour trip generation to range between 4,200 and 6,900 trips per hour, with total daily
volumes expected to fall between 10,001 and 30,000 trips by the year 2040. These projections
underscore the strategic necessity of this roadway in accommodating future transportation demands.

The development of Rooks Road is also expected to alleviate traffic congestion on Miller Road, which
currently experiences elevated crash density in the area. As surrounding properties situated between
Miller Road and SR-85 continue to develop, the improved connection of Rooks Road to MC-85 will
provide essential traffic relief and reduce strain on the existing roadway network.
Additionally, the project offers a substantial improvement in public safety. By establishing a new crossing
over the BWCDD canal, it facilitates more efficient emergency response routes, ultimately reducing
public safety response times and enhancing overall regional access for emergency services.
The Project is programmed in the CIP program in Fiscal Year 25. The total cost of this is not-to-exceed
$3,669,390.48.
