THIS TASK ORDER #1 (this “Task Order”) is entered into as of , between
the City of Buckeye, an Arizona municipal corporation (the “City”), and Colliers Engineering &
Design, Inc., a New Jersey corporation (the “Consultant”). This Task Order is subject to and
governed by the terms and conditions of On-Call Consulting Contract No. 2025286 between the
City and Consultant, dated March 4, 2025 (the “Contract”).

ARTICLE 1
SCOPE OF SERVICES

Consultant shall provide professional engineering services for the Verrado Way, Yuma to Van
Buren project, as more fully set forth in the Consultant’s Proposal, which is attached hereto as
Exhibit A and incorporated as if fully set forth herein (the “Work”).

ARTICLE 2
SCHEDULE OF COMPLETION OF SERVICES

The Consultant shall commence work immediately, and complete the services and deliverables
on or before February 28, 2026, unless this Task Order is earlier terminated pursuant to the terms
and conditions of the Contract.

ARTICLE 3
FEE BREAKDOWN

Consultant shall be paid in accordance with the fee schedule set forth in the Contract. The total
cost to complete the Work shall not exceed Four Hundred Fifty-One Thousand Nine Hundred
Twenty Dollars and Zero Cents ($451,920.00), as set forth in Exhibit A.

ADDITIONAL TERMS

This Task Order is subject to the terms and requirements of the Contract and may be canceled
pursuant to the provisions of A.R.S. § 38-511.

Dear Steve,

Colliers Engineering & Design, Inc. is pleased to submit this proposal for professional engineering and
survey services for the Verrado Way DCR in Buckeye, Arizona.

Project Description

The purpose of the Verrado Way Design Concept Report (DCR or Project) is to determine the preferred
street alignment and cross sections for Verrado Way from Yuma Road to the north and Beloat Road
to the south (together the Preferred Alternative). The DCR will include 15% design of the Preferred
Alternative roadway in plan view, together with a centerline profile of the Preferred Alternative. The
DCR will also provide a construction cost estimate of the Preferred Alternative, construction schedule
and summary of findings as further defined in the scope of services below. The total length of the
Project is approximately 5 miles.

The Preferred Alternative will take into consideration impact on adjacent properties; acquisition of
rights of way and easements; utility, well, irrigation and other conflicts and the safe and efficient
movement of traffic. Per the City’s Transportation Master Plan, Verrado Way is classified as a Major
Arterial and will ultimately be improved with 3 traffic lanes and bike lane each direction, a 20’ wide
raised median and turn lanes (Ultimate Cross Section). Cross section alternatives that will be analyzed
include the Ultimate Cross Section and potential interim street cross sections, including two lanes of
traffic in each direction with or without a raised median or center turn lane. Considerations will include
initial construction costs of the Ultimate Cross Section as compared to the interim sections, as well as
the deferred construction cost to ultimately widen the street to the Ultimate Cross Section if an
interim cross section is chosen. Consideration will also be given as to whether the Preferred
Alternative should have different cross sections for different roadway segments. The Project includes
analyzing and proposing preferred alternatives for bridge crossings of the RID and BID Canals, an at
grade crossing for the Union Pacific Railroad and intersection improvements with MC85.

Scope of Services
Task1.0 Survey Services
1.1 Topographic Survey: CED will provide a topographic base map for the overall 5-mile

Verrado Way corridor, which will provide 1 ft. contour interval mapping of existing site
conditions for the design team’s use. The corridor mapping will be approximately 400
feet in width, 200’ on each side of the current Verrado Way alignment, which is
anticipated to be of sufficient width to include proposed street improvements, adjacent
drainage and utility easements and minor realignments of the street, if necessary, to
avoid power pole, wells or other conflicts. The CED survey team will establish the
horizontal and vertical control network (based on NGS or locally required datum as
appropriate) to be utilized in the aerial photogrammetry for the Project. Working with
a partnering mapping firm CED will obtain mapping for the Project corridor. While at
the site, CED will collect additional random ground elevations to use as a comparison
tool, allowing our survey team to ground truth the flown topo data provided by our
consultant. The mapping product will meet the current Mapping Standards and will be
sufficient for use in the overall design process. The final mapping product will include
the XML (surface), 3-D break lines, and visible planimetric details (buildings, ditches,
trees, etc.). Some additional field surveying will be required for final design and is not
included with this task.

Task 2.0 Traffic Analysis and Data collection

2.1 Data Collection: CED will evaluate the traffic data provided by the City of Buckeye (City)
and determine if additional traffic counts will be needed along Verrado Way. If additional
traffic counts are required, CED will partner with a data collection firm to obtain the
required traffic count data. CED will coordinate with the City to determine the
appropriate time of day for the traffic counts. An allowance has been included in the Fee
Schedule for this task.

2.2 Traffic Volume Projections: CED will utilize the City of Buckeye Transportation Master
Plan and MAG modeling to forecast the projected traffic volumes along Verrado Way.
Additionally, CED will utilize MAG socioeconomic projections to determine both the
projected employment and population growth within the proposed study area. Traffic
volume projections will also account for ongoing and planned developments in the area.

2.3 Surrounding Developments: CED will work with the City of Buckeye to determine known
development plans in the area to ensure appropriate projections are applied. Traffic
Impact Studies for known surrounding developments will be utilized to project future
traffic volumes along Verrado Way. Both Average Daily Traffic (ADT) and peak hour traffic
volumes will be analyzed.

2.4 Traffic Signal Warrant Analysis: CED will complete preliminary traffic signal warrant
analyses to determine when traffic signals will be needed along this corridor.
Methodology outlines in the Manual of Uniform Traffic Control Devices (MUTCD); 2023
Edition will be referenced. The City of Buckeye Street Planning and Design Criteria will
be utilized to determine the appropriate location of future traffic signals. To complete
the warrant analysis, existing hourly traffic volumes must be collected for the existing
conditions. Surrounding developments will be incorporated as part of the background
traffic volumes.

2.5 Summary of Findings: CED will summarize its findings based on the traffic analysis in
tasks 2.2 - 2.4 and provide recommendations, including targeted dates for when
improvements will be needed. Additionally, left turn lanes will be analyzed at arterial-to-
arterial intersections to determine the need for dual left turn lanes.

Task 3.0 Future Street Alignments, Cross Sections and Preliminary Design

3.1 Existing Inventory: CED will provide an inventory of existing pavement conditions and
determine any problematic locations where pavement rehabilitation may need to be
included. This task will be based upon the Engineer’s evaluation using survey,
geotechnical data, discussion with the City, and field visit photos.

3.2 Geotechnical Exploration: Geotechnical assessment of subsurface conditions will be
included where CED deems it helpful. Structural borings including a geotechnical
analysis will be conducted at a rate of approximately $2,500 per boring on an as-needed
basis by a sub-consultant. The Geotechnical engineer will also make recommendations
for the pavement section based upon the City of Buckeye standards and their
assessment of the field conditions. An allowance has been included in the Fee Schedule
for this task.

3.3 Preferred Alternative: CED will analyze a variety of alternatives for cross-sections,
including 2 lanes in each direction without raised median, 2 lanes in each direction with
raised median where warranted, and the Ultimate Cross Section. Consideration will also
be given as to whether the Preferred Alternative should have different cross sections
for different roadway segments. The centerline alignment of the roadway will typically
follow the section line. However, CED will analyze and propose alternative alignments
where deemed appropriate and cost effective to avoid conflicts with irrigation wells,
irrigation channels, powerlines and other existing physical conflicts. As part of this
analysis, CED will prepare high-level horizontal layouts of alternatives, together with
estimates of potential cost savings that alternative alignments could generate by
reducing or eliminating conflicts with existing improvements. Analysis and high level
cost comparisons will be provided for alternative alignments and cross sections. Taking
into consideration such items as right-of-way acquisition, estimated construction costs,
critical path items, and CED's opinion of practicality and efficiency in design, CED will
make recommendations for the preferred cross section(s) and preferred alignment.

This data will be presented to the City and a preferred alternative and cross section(s)
will be agreed upon, which will then be referred to as the Preferred Alternative.

3.4 Preliminary Design: CED will prepare 15% level roadway plans for the Preferred
Alternative as determined in Task 3.3. The 15% plans will include the horizontal layout
of all concrete and pavement improvements, proposed drainage and irrigation
improvements, proposed streetlight and traffic signal locations, future wet utility
alignments and callouts for relocation of conflicting utilities based on Task 5.2.
Preliminary striping plans will also be provided. Any required acquisition of rights-of-
way and easement will be depicted. A preliminary centerline profile of the Preferred
Alternative will also be provided with the 15% plans.

As part of this task CED will provide intersection design, including various options for
the addition of turn lanes at key intersections based on the forecasted and existing
traffic data, right-of-way restrictions, and utility conflicts.

The 15% plans will also include alternate designs for possibly phasing construction and
only constructing certain roadway segments (see Task 8.1). The alternative designs will
determine additional required pavement tapers, temporary pavement, utility
relocations, and additional signage and striping for the intersections between the
roadway segments if one segment was to be constructed and the adjacent segment
deferred.

Task 4.0 Existing Right-of-Way and Easements

41 Existing/Proposed ROW and Easements: CED will utilize survey centerline data and,
where available, existing boundary and ALTA surveys in the vicinity of Verrado Way, to
determine existing rights of way and easements. Where boundary survey information
is not available, CED will research the Maricopa County Assessor site for deeds of
adjoining properties and utilize this information to best determine existing rights of way
and easements. The Maricopa County Assessor Site will also be used to indicate
adjacent landowners along the project length of Verrado Way. If a more detailed right
of way or easement location is needed a title company will need to be consulted to
provide title research for the adjoining properties at an additional cost.

CED will depict on a basemap and will provide area calculations for the difference
between existing rights of way and proposed rights of way and for any required
easements for the Preferred Alternative.

Task5.0 Analysis of Existing and Proposed Utilities

5.1 Existing Utility Conflicts: CED understands that there are significant potential utility
conflicts including power, irrigation, and well sites. A full analysis of all potential issues
will be brought forth and detailed with potential solutions and any roadway layouts will
account for such conflicts. A full utility conflict analysis at approximately Quality Level D
to Quality Level C will be provided as part of this DCR.

5.2 Future Utility Analysis: Utilizing available data, CED will include the horizontal
alignments of future water and sewer improvements on the 15% plan for the Preferred
Alternative. If an interim cross section is chosen, a determination will be made as to
whether installation of the wet utilities can be deferred without requiring extensive saw
cutting and pavement replacement at a future date.

Task6.0 Existing Drainage Patterns and Recommendations for Improvements

6.1 Drainage Analysis: CED will conduct research for any flood zones, historic drainage
issues, offsite runoffs, and existing drainage structures. CED will analyze existing
drainage conditions and determine approximate flowrates impacting the roadway. CED
will then provide a preliminary analysis of future drainage conditions and
recommendations. It is assumed that a full master drainage report will not be required,
however a technical memo summarizing findings and conclusions will be provided as
an appendix to the DCR. This technical memo will include preliminary
recommendations of the location and size of proposed drainage channels and storm
drains. The location and size of retention basins, as required to retain street drainage,
will also be preliminarily determined for incorporation into the 15% plans.

Task 7.0 Stakeholder Coordination

7.1 Stakeholder Coordination: CED will research and coordinate with stakeholders,
including City representatives, RID, BID, Union Pacific, Maricopa County Department of
Transportation, APS and major/impacted property owners. Preliminary coordination
will be done with these stakeholders to determine the best path forward and offer
recommendations. CED will work with stakeholders to determine all necessary permits
that would come with the construction of this project. A contact list and a summary of
the items coordinated will be provided for each stakeholder. Additionally, up to two (2)
field visits and field meetings are included in this task.

7.2 Bridge and At-Grade Crossings: CED will analyze, make recommendations and, where
warranted, provide a cost-benefit analysis for bridge improvements over the BID and
RID Canals and the at-grade crossing of Union Pacific Railroad with Verrado Way.

Task 8.0 Cost Benefit Analysis
8.1 Cost Analysis and Alternate Options: As part of this DCR, CED will provide alternative

costs and a breakdown of differences for the following roadway segments:

This task will include a preliminary cost analysis of the Preferred Alternative, including
a breakdown of construction items, right-of-way acquisitions, permitting fees, and long-
lead items. Additionally, CED will provide a comparison cost analysis for each of the
roadway segments listed above. The cost of the necessary pavement tapers, right-of-
way acquisitions, and design effort will be tabulated to assist the City in making an
informed decision. These cost differences will be presented in a comparison table,
which will specify the cost of constructing the project in phases versus the cost savings
that would be realized by minimizing phasing or constructing the project in its entirety.

Schedule of Fees

CED will provide the services described above for the following fee arrangements: Fixed Fee and Time
and Materials. For fees marked as time and materials, the Client will only be charged for actual time
and materials spent on the Project according to the CED Standard Fee Schedule in effect at the time

Additional Provisions

e Delivery, mileage, printing and reproduction, overnight mail service and postage costs are not
included in the lump sum fees and will be added to each monthly invoice.

e Reimbursables will be charged at cost plus 15%.

e CED will provide the services described above on a Fixed Fee and Time and Materials basis.
For fees marked as time and materials, the Client will only be charged for actual time and
materials spent on the Project according to the CED Standard Fee Schedule in effect at the
time services are provided. CED agrees not to exceed the aggregate Total Time and Materials
Budget amount without written authorization from the Client.

Exclusions and Understandings

Services relating to the following items are not anticipated for the Project or cannot be quantified at
this time. Therefore, any service associated with the following items is specifically excluded from the
scope of professional services within this agreement.
