ACTION/MOTION: (This language identifies the formal motion to be made by the Council) 
Council to take action on the Professional Services Agreement (Contract No. 32500002) between the
City of Buckeye, an Arizona municipal corporation, and LJA Engineering, Inc., a Texas corporation, by
providing consulting services for Program and Project Management Services related to the development
and implementation of the City of Buckeye's Capital Improvement Program (CIP); and authorize the City
Manager to execute and deliver said Agreement on behalf of the City of Buckeye.
SUMMARY
PROJECT DESCRIPTION:
LJA Engineering, Inc. is desired for Project Management and Construction Management (PM/CM)
consulting services in support of the City of Buckeye’s Program Management Office (PMO) and its
oversight of the Capital Improvement Program (CIP). This RFQ followed a competitive selection process
initiated in response to the City’s need for highly qualified PM/CM support. The need for additional
resources stems from increased project demands within the CIP, which have expanded significantly
following the recent voter-approved General Obligation Bond (GO Bond) measure providing funding for
critical infrastructure improvements in Public Safety (Police and Fire) and Transportation.
The agreement shall be effective from July 1, 2025, and shall remain in full force and effect through June
30, 2026, with the option to renew for four (4) additional one (1) year terms, unless terminated as
otherwise provided in this Agreement. The total contract amount set forth is not-to-exceed (NTE)
$875,480.00.
BENEFITS:
Engaging a qualified PM/CM consultant will provide the City of Buckeye with critical support in managing
the growing Capital Improvement Program (CIP), ensuring timely and efficient delivery of infrastructure
projects funded by the recent bond measure. This partnership will enhance the City’s capacity to oversee
complex Public Safety and Transportation initiatives, supplement staff resources, and maintain project
momentum. 
FUTURE ACTION:
City staff will present any contract renewal recommendations to Council annually, based on consultant
performance, project requirements, and budget availability, consistent with the Agreement’s provisions.
FINANCIAL IMPACT STATEMENT:
Funding for this item is included in the FY2026 adopted budget utilizing General Obligation Bond (GO
Bond) funding which will be utilized from GL 50221104-530037, the total contract amount set forth is not-
to-exceed (NTE) $875,480.00.
